Position Overview


Pact seeks an experienced Gender Equity and Social Inclusion Lead for the anticipated USAID/ Zimbabwe Citizen Action for Accountabilit y Project (CEAP) . The activity aims to strengthen a culture of political and civic engagement in Zimbabwe by promoting greater and more effective citizen participation in governance processes at multiple levels with an eye to improved, citizen-driven development. This is anticipated to be a five-year activity.


This position is contingent upon award.


Key Responsibilities


Oversee high-quality execution of the program's strategy, ensuring that gender and social inclusion issues are addressed and that women, youth, people with disabilities, and other members of marginalized groups are proactively and seamlessly integrated into the program design, implementation, and monitoring and evaluation.

Develop and lead the implementation of a gender- transformative and socially inclusive program strategy in close collaboration with team members and program partners, considering the diverse needs and experiences of women and men and ensuring the strategy empowers women to participate and lead project activities as appropriate.

Lead the design and integration of a Ge n d er Equ ity and Social Inclusion Framework an d A nalysis that will contribute to the overall program strategy.

Contribute to project planning, ensuring that annual work plans , budgets , and other relevant documents are responsive to gender and social inclusion issues.

Document successes, lessons learned, and challenges in implementation as well as reports of project activities and results to the project team and donor.

Support the program's MERL staff to collect and analyze indicators related to gender and women's engagement/empowerment , and youth and other socially marginalized groups and update the program strategy, as required.

Provide and/or ensure the provision of training and mentoring to partners to strengthen their capacity to address gender disparities , women's inclusion , you th integration , and intersectionality as they pertain to civic engagement .

R epresent the project at conferences, working groups, and meetings to support USAID and Pact's thought leadership on civic engagement, accountability, women's empowerment, youth empowerment, and social inclusion .

Basic Requirements

Advanced Degree in a relevant subject area, such as women's studies, international development, political science, or a related field.

At least five years of experience working on in gender integration and inclusive approaches to citizen engagement and civil society development.

Demonstrated knowledge of and experience in addressing gender disparities and cultivating opportunities for women's leadership and participation.

Demonstrated ability to design and/or implement programs that engage and mobilize women , youth, and/or other marginalized groups .

Demonstr ated experience working with civil society advocacy organizations and networks, capacity building , and governance issues .

Ability to develop and maintain strong relationships with government and community stakeholders.

Demonstrated skills in problem solving and consensus building.

Fluency in English and at least one other local language .
