Food Security and Livelihoods (FSL) Manager: Nutrition Action Zimbabwe

Project Description
The Multisector emergency intervention for vulnerable Zimbabweans affected by the protracted drought and socioeconomic crisis project will be implemented in Chiredzi and Mwenezi districts. The project aims to improve access to food through recovered agricultural livelihoods. This will be implemented through Low Input Gardens (LIG) for vegetables production and small livestock management (poultry) in both districts.
Job Summary
The FSL Manager will be responsible for identifying and implementing high quality FSL activities which are appropriate, comprehensive and in line with NAZ & national policies.
Duties and Responsibilities
Objective 1 - Implement, coordinate and report on FSL projects: Set up FSL program(s) taking into account the logical framework of the program(s), the budget, narrative documents, and the logistical and administrative processes of NAZ; Ensure the quality of the programs in conformity with the technical and project management standards; Familiarise him/herself thoroughly with his/her projects, the issues involved, the logical framework and indicators; retaining printed copies of all funding agency contractual documents; sharing all such information with his/her teams; Identify technical constraints associated with projects implementation; Propose innovative technical solutions in response to such constraints; Implement technical recommendations concerning his/her project; Ensure the tracking, monitoring and quality reporting of all Food Security, Livelihoods and CVA programs; Complete budget pipeline planning, monitoring and monthly follow up in collaboration with other departments; Ensure documentation and filing of project activities in compliance with NAZ policies and procedures; Work with Executive Director to identify, build and manage collaborative partnerships with consortium partners, donors, and other stakeholders; Document program-related data and innovations achieved; Disseminate technical and operational expertise acquired in the course of the program.
Objective 2 - Identify FSL needs and contribute to project proposal formulation: Support NAZ team in identifying additional opportunities for medium and long-term programming; Participate in assessments and identify humanitarian needs in the field of FSL and in his/her area of activity, this to include the submission of reports pertaining to such matters; Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them; Lead in defining FSL programs and in the writing of FSL sections of project proposals; Lead Food Security and Livelihoods aspects of technical assessment in coordination with other thematic areas and/or other external sector agencies.
Objective 3 - Contribute to the quality, accountability and impact measurement process of his/her program: Promote and take part in the evaluation of the impact of his/her project (external assessment); Promote and contribute to learning and improvement of quality (internal evaluation and joint visits); Implement complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary/affected populations.
Objective 4 - Participate in the coordination, representation and partnerships of NAZ in his/her area of intervention: Coordinate activities with other NAZ sectors and departments in order to ensure rational use of resources and optimum integration; Participate in visits by funding bodies whenever requested by the Executive Director; Represent NAZ and ensure coordination with partners, authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Executive Director; Participate in cluster working groups and meetings on food security/livelihoods/early recovery/ CVA.
Objective 5 - Contribute to deliberations on strategy and the positioning of the FSL Department
Responsible for: ongoing, systematic and thorough analysis of the humanitarian situation in respect of FSL and of the context of intervention in his/her field of activity; internal dissemination of information gathered and its analysis to the Executive Director; leading in the determination of strategy in his/her area of activity and sectoral strategy at national level; participating, as and when necessary, in the development of the FSL section of the emergency response plan in his/her area of activity; promoting transversal integration of the FSL sector with other sectors; taking cognizance of transversal problems associated with FSL initiatives (HIV, Gender issues, Disaster Management, Environment, Handicap, etc.)
Objective 6 - Supervise and manage the FSL team: Provide technical supervision and support to technical staff; Determining size and recruitment of his/her team; Team management (leadership, monitoring, motivation); Evaluation of team members; Assess capacity of NAZ technical staff, as well as other stakeholders, to perform functions.
Requirements
Minimum of a Bachelor’s degree in Agriculture, Agronomy, Animal production, Animal health, or related field from a recognized University; Minimum 3 years of experience in managing FSL/CVA projects in fragile contexts; Ability to contribute actively and meaningfully to context analysis and strategy formulation; Working with diverse stakeholders to develop consensus; Effective communicator with good presentation skills; Knowledge of nutrition, WASH, DRM an added advantage.
