Introduction and Background
A Consortium of local NGOs seeks the services of key Programme management staff for an anticipated PEPFAR/USAID Zimbabwe supported DREAMS project. Developed by PEPFAR, DREAMS is an ambitious approach to programming for adolescent girls and young women (AGYW) towards helping girls develop into Determined, Resilient, Empowered, Aids-free, Mentored and Safe women. In Zimbabwe, DREAMS Programming has been implemented since 2015. The anticipated project, Adolescent Girls Reaching their Dreams Activity, is targeting to advance DREAMS programming in Zimbabwe with the goal to reduce the number of new infections among adolescent girls and young women. The Activity is anticipated to run for a period of performance of five years starting in October 2021. This position is contingent upon USAID funding and approval.
Basic function
The Financial Management and Operations Director will be responsible for the overall accounting, finance and administration components of the program. S/he will ensure financial reporting is in accordance with USAID contractual requirements and will oversee program procurement activities. S/he will oversee the effective and appropriate use of financial resources of the project, and develop effective mechanisms to monitor the expenditures and liquidations of the project.
Key Responsibilities
Work with the Chief of Party (COP) on integrated management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance with donor requirements; In collaboration with the COP, design, develop and adapt policies, guidelines and criteria for the management of project finances and sub-grants in accordance with standards and donor regulations; Support the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures; Provide technical assistance to staff and grantees on administrative policies and procedures for finance and grants management, including advising sub-grantees on financial accounting, reporting, procurement, and other compliance practices associated with the program; Work closely with funding partner to ensure compliance and effective and proactive fiscal management; Initiate, develop, maintain, and revise policies and procedures for the general operation of the finance and compliance program and its related activities and to promote cost efficiency and compliance with all rules and regulations; Identify potential areas of financial and compliance vulnerability and risk and develop or implement corrective action plans to resolve problematic issues; Ensure proper financial documentation and reporting, establish and provide direction and management of project funds; Will be responsible for managing the project budget, tracking spending and preparing financial reports for submission to USAID; Develop, implement, and adjust when required the project's safety and security strategy and protocols, and serves as the point of contact for the person in charge of security at USAID for any issue related to security reports and procedures; Mentor and supervise finance, administrative, and other staff engaged in the activities noted.
Required Knowledge, Skills and Competencies
A master’s degree or higher in accounting, finance, commerce or related field; At least 10 years of experience working as a finance and administration manager; Familiarity with managing programs that are donor funded; Extensive financial and administration experience working with non-governmental organizations; At least six (6) years’ experience in financial compliance and progressive supervisory work experience directly supervising administrative, finance, and/or operations staff; Demonstrable experience with management and/or administration for USAID projects, including experience managing sub-contracts and subgrants; Knowledge of USAID rules, regulations and policies, particularly financial reporting and compliance requirements; Membership in a professional body such as ACCA or CIS would be an advantage; Strong management and communication skills.
