The mission of DAPP Zimbabwe is to lead quality community-led projects in order to empower people with knowledge, skills and tools to improve their well-being in five sectors: community development, agriculture, education, health and emergencies. DAPP/Zimbabwe has more than 40 years of experience implementing health projects in HIV, TB, Malaria, WASH, and nutrition and food security. Development Aid from People to People (DAPP) is inviting suitably qualified and experienced persons to apply for a position as Finance Manager for upcoming CDC and USAID funded Community-Based HIV prevention projects to support the attainment of National 95-95-95 targets and other HIV related targets in Zimbabwe. This position is contingent upon award from CDC / USAID. Job summary / responsibilities To provide leadership in comprehensive financial management of the project and support the project compliance functions according to U.S. Government (USG)/CDC regulations and policies. S/he will provide leadership and technical guidance to the Project Finance Manager on compliance with Generally Accepted Accounting Procedures (GAAP), GAS (Government Auditing Standards), Cost Accounting Standards (CAS) and Federal Acquisition Regulations. Specific responsibilities include Oversee project operations including human resources, logistics, procurement and accounting/finance; Develop financial risk management and control strategies and review and approve recommendations for financial planning and control; Provide leadership and oversight for financial reporting for annual budget planning, audit reviews and assessments processes; Provide financial guidance to Project Finance Manager; Develop and manage internal financial audits with support of Project Finance Manager; Select, develop and evaluate the personnel in collaboration with Project Finance Manager to ensure the efficient operation of the function; Liaise with the donor program finance and management team; Lead the creation of regular financial tracking reports to monitor project spend against the approved budget; Lead the preparation of project budget; Responsible for the development of policies, systems, special financial studies, etc. of major importance; Advise project staff on USG/CDC requirements and provide training on financial management, record keeping, operational systems and policies as needed; Liaise with Project Finance Manager to ensure that procurement procedures and supporting documentation and approvals are implemented within agreed-upon thresholds; Provide strategic leadership to financial staff in a local, regional or HQ office; Engage in the more critical and confidential aspects of financial analysis; Provide recommendations and consults with management on financial performance and enterprise risk management; Manage income received from the donor and Head Office and transferring funds to Districts within the project in a safe, legal and timely fashion - following the laid down systems and procedures. Reports to the PI. Qualifications Master’s degree in finance, accounting, economics, or business administration, affiliated with professional bodies; At least 7+ years’ experience successfully managing large and complex, multi-year health sector development projects (approximately $5M per year); Demonstrate financial and management skills; At least 5+ years’ work on community based HIV prevention activities, including experience with direct supervision of professional staff in planning, reporting, auditing and implementation; Prior experience financial reporting to big donors; Excellent diplomatic skills and a proven ability to establish and maintain interpersonal and professional relationships with funding agencies, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector; In-depth knowledge of CDC/ USAID Funded projects, regulations, compliance and reporting requirements; Excellent written and oral communication skills; Ready to work with cash flows, budgets, spread sheets and pastel package.
