Finance Manager: University Of Zimbabwe College Of Health Sciences – Clinical Trials Research Centre/International Training And Education Centre For Health Deadline: 20 January 2020 Background University of Zimbabwe College of Health Sciences – Clinical Trials Research Centre (UZCHS-CTRC) on behalf of the International Training and Education Center for Health (I-TECH) is seeking suitably trained and qualified applicants to fill the position of Finance Manager, based in Belgravia, Harare. I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. I-TECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC). The contract of employment is for eight (8) months effective 01 February 2020 to 30 September 2020 and is renewable annually subject to availability of funding and satisfactory performance of the candidate. Job Summary The incumbent will report and provide support to the Head of Finance & Administration and Head of Programs in areas of strategic leadership and people management, budget preparation, monitoring, internal and external reporting, compliance and in the provision of key financial information necessary for decision making. The incumbent will have oversight on the day-to-day work of the entire finance team and will provide functional and general management contribution to Senior Leadership. Responsibilities Monitoring team performance by ensuring that probation and performance management guidelines are adhered to; Overseeing finance operations to ensure the achievement of deliverables as per given timelines for defined outputs and guiding the finance team on matters of process and compliance by ensuring relevant policies and procedures are maintained and kept up to date; Working closely with the Head of Finance and Administration and other key stakeholders to ensure the accuracy of budgets and in improving accounting and reporting processes to maintain and strengthen internal controls and in provision of guidance on technical accounting issues to meet Uniform Guidance/Single Audit and international reporting standards; Preparation of budgets and facilitation of budget justification processes for new proposals, renewals and supplementary funds; Monitoring the Budget and Expense Summary Report on a weekly and monthly basis as required by the program and donor needs; Developing a team culture that entrenches internal and cross functional collaborative work in the production of aggregated financial plans and budgets and in the development of appropriate guidelines, tools and templates for all short, medium- and long-term financial planning exercises; Tracking invoiced amounts and project expenses throughout the fiscal year; Producing timely organization-wide financial information for international fundraising, programmes and other functions as required; Working with the Head of Finance & Administration to support benchmarking through NGO networks and in the collection and analysis of key financial information to support initiatives and projects; Producing periodic and ad-hoc reports as required by the donor or other stakeholders in coordination with the prime recipient or independently and leading in resource mapping processes with the donor and other donor agencies as required from time to time; Supporting audit processes as directed by the Head of Finance and Administration and ensuring the timely filing of statutory returns to statutory bodies like ZIMRA and NSSA; Monitoring developments in technical accounting and government regulations, assessing their impact on process and policy and managing the implementation of changes; Performing any other duties as assigned by the Head of Finance and Administration. Qualifications, Skills and Experience Bachelor of Accounting honours degree and a professional accounting qualification is crucial; Master’s degree in Business Administration or Accounting is an added advantage; At least 5 years’ experience in accounting and in management of a finance department coupled with hands-on knowledge of financial planning and reporting; Experience in accounting packages, financial consolidations and knowledge of SAGE is also an added advantage; Possession of advanced Excel skills for maintenance, troubleshooting and development of various reporting tools and processes is essential; Excellent report writing, analytical, detail orientation, problem solving, presentation and interpersonal communication skills with fluency in oral and written English coupled with an exceptional ability to work independently and collaboratively with great innovation. Working Environment Conditions The Finance Manager position requires frequent participation in early morning or late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites.
