Pangaea Zimbabwe AIDS Trust (PZAT) is an independent Zimbabwean entity registered as a local PVO. PZAT strives to strives to transform the lives of underserved populations by working to increase access to quality comprehensive primary health services. PZAT has led and engaged in several programmatic, policy advocacy and research activities in partnership with the MOHCC and academic, local, and multi-national partners.

 

Job Summary

This position is contingent upon grant award. The position reports to the Chief of Party and is based in Harare. The Finance and Operations Manager will be responsible for the overall accounting, finance, and administration components of the program. S/he will ensure financial reporting is in accordance with USAID requirements and will oversee program procurement activities. S/he will oversee the effective and appropriate use of financial resources of the project and develop effective mechanisms to monitor the expenditures and liquidations of the project.


Key Duties and Responsibilities

Work with the Chief of Party (COP) on integrated management of all project finances to ensure effective use of resources to achieve program objectives in compliance with donor requirements.

 In collaboration with the COP, design, develop and adapt policies, guidelines, and criteria for the management of project finances and sub-grants in accordance with PZAT standards and donor regulations.

Support the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.

Provide technical assistance to staff and grantees on administrative policies and procedures for finance and grants management, including advising sub-grantees on financial accounting, reporting, procurement, and other compliance practices associated with the program.

Contribute to the definition of strategy. 

Contributing a financial and budgetary perspective to ensure optimization of the available financial resources

Creating the budgetary framework of the organization and continually updating the organizational budget as changes are made. 

Review Finance and Administration policies. 

Making financial and budgetary information available and facilitating of the establishment of the global strategies. 

Producing high quality and timely financial and budgetary contributions to proposals and reports for funding bodies. 

Manage the financial management services and coordinate the Administration function at national level.

Defining and ensuring compliance with partners agreements and the modes of administrative management in the framework of joint projects. 

Analysing the financial risks involved and formulating recommendations concerning the selection of partners. 

 Implementing and monitoring the modes of financial management. 

Ensuring that the undertakings of PZAT and its partners on financial and logistical matters are respected. 

Playing a role in consolidating the capacities of partners where a need is identified

Attend meetings, workshops and liaising with ministry concerned with projects

Recommend and implement Internal Controls and help prevent and manage fraud and corruption

Visiting project sites to monitor progress on projects and checking on the use of funds on these projects.

 Identifying the risks of fraud and corruption in his/her field of competence and putting in place preventative and monitoring mechanisms. 

 Making his/her team aware of the risks of fraud and corruption. 

Alerting the Executive Director to cases of fraud and corruption and undertaking corrective action. 

Putting in place and monitoring recommendations arising from the day-to-day control and audits. 

Qualifications and experience required

Degree in Accounting/ Finance, Administration professional qualification such as MCA, ACCA, CIS, CIMA. 

 Master’s in Business Administration (MBA) or related.

10 years of progressive experience in finance and operations.

Familiarity with managing programs that are donor funded (especially with those that are USAID funded).

Extensive financial and operations experience working with non-governmental organizations.

Familiarity with USAID and other key donors finance, operations and administration regulations, policies, and practices is an added advantage. 

Proven experience in setting up of anti-fraud systems and procedures
