Position Summary
A locally registered Not for Profit Faith Based Organization ZACH seeks and intends to recruit a Finance and Operations Director This is a very senior position which provides oversight role in the management, control, monitoring and reporting on partner resource utilization.
The Finance and Operations Director will be a mission-driven, strategic, and systems-oriented manager and leader whose ultimate role is to advance the organization’s effectiveness, scale, and sustainability. As part of the senior team, the Finance and Operations Director will work in partnership with the COP and other directors, and the finance and operations team to help set and implement programs short and long-term goals. This role’s primary responsibility will be to build and strengthen systems that underpin organizational success. S/he will have key operational responsibilities for administration, finance, and human resources. The Finance and Operations Director will also help manage some of the program key relationships including board of directors, funders (government, and individuals), key vendors and consultants, and partner organizations. S/he will be responsible for the overall accounting, finance and administration components of the program. In addition, S/he will ensure financial reporting is in accordance with USAID requirements and will oversee program procurement activities. S/he will oversee the effective and appropriate use of financial resources of the project and develop effective mechanisms to monitor the expenditures and liquidations of the project.
Job Description
Work with the Chief of Party (COP) on integrated management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance with donor requirements; In collaboration with the COP, design, develop and adapt policies, guidelines and criteria for the management of project finances and sub-grants in accordance with Pact standards and donor regulations; Support the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures; Provide technical assistance to staff and grantees on administrative policies and procedures for finance and grants management, including advising sub-grantees on financial accounting, reporting, procurement, and other compliance practices associated with the program; Work closely with funding partner to ensure compliance and effective and proactive fiscal management.
Qualifications
At a minimum, the Finance and Operations Director must have the following qualifications: A Masters’ degree in accounting, finance, business administration or a closely related field; A minimum of five years of progressively responsible experience in overseeing financial operations and management of large-scale, complex development activities in developing countries; A minimum of five years of experience overseeing budgeting, procurement, administration, financial management and reporting; Demonstrated working knowledge of USAID financial and procurement rules and regulations; Demonstrated written, presentation, communication, and organizational skills in English.

NOTE: The position requires individuals with the following Knowledge, skills & abilities. Demonstrated experience in working with commercial and non-governmental organizations to yield results toward common goals; Demonstrated capacity to build and maintain productive working relationships with government officials, civil society partners, donors, and donor-funded implementers; Familiarity with U.S. Government-funded programming, rules, and regulations such as FAR, AIDAR, and grants; Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation; Demonstrated excellent interpersonal skills and ability to motivate staff to be accountable for project outcomes; Demonstrated organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects; and Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies; Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers; Demonstrated ability to communicate effectively orally and in writing; Note individuals are subject to police clearance.
