WCoZ brings women from diverse backgrounds to advocate for the attainment and enjoyment of their socio-economic and political rights, and ensure that the women and girls empowerment agenda remains central to the national agenda.

Background to the Consultancy

Women’s Coalition of Zimbabwe (WCoZ) with the support from United Nations Democracy Fund is working on a 2-year intervention which seeks to enhance women’s participation in electoral processes and coordinate collective advocacy initiatives to address the numerous obstacles that women election workers face in carrying out election work. As such, the project intends to carry out a Gender Audit on the Electoral laws In Zimbabwe.

Tasks under this consultancy

It is against this background, WCoZ is looking for a consultant to develop a legal analysis on electoral laws in Zimbabwe and gender-mainstreaming. The aim of this research is to advocate for adequate representation of women in electoral management bodies, to sensitize duty bearers on women’s inclusion and ensure that more female civil servants participate in election work as polling agents and monitors. This analysis will thus inform the petitions and submissions to be produced as part of advocacy.

In carrying out this work, the Consultant shall develop and submit: A final detailed inception report outlining the Consultant’s understanding of the assignment and the approach to be employed; The first drafts - simplified unpacking of the Electoral laws in Zimbabwe, Gender Audit and analysis of the Zimbabwe Electoral laws on Gender Mainstreaming; The Final documents - Simplified unpacking of the Electoral laws in Zimbabwe, Gender Audit and analysis of the Zimbabwe Electoral laws on Gender Mainstreaming, A power-point presentation which summarizes the simplified write up and the analysis.

Deliverables

The Consultancy will be responsible for the following deliverables: A simplified unpacking of the Zimbabwe Electoral laws; An audit report and in-depth analysis of the Zimbabwe Electoral laws on Gender Mainstreaming.

Specific timelines to be discussed with successful candidate.

Expected qualifications, experience of the Consultant

The Consultant should have a Masters’ Degree in Law, Gender Studies, Social Science, Development Studies or any relevant fields; Minimum 5 years of relevant work experience in law and gender.

The EOI will detail the Consultant’s understanding of the Scope of Work, and methodological approach; It will also detail work-plan, including dates for when specific tasks will be done; The EOI should also include a detailed budget, indicating a breakdown of all costs for conducting this work such as consultancy daily rate. The EOI must not exceed five pages.; Cover letter summarizing the applicant’s skills and past experience relevant to conducting the outlined SOW; Detailed C.V(s)/resume(s), with names of three referees and their contact details (email and phone); At least two recent samples similar to that called for in this SOW for which the applicant was a lead author.
