Background
Jairos Jiri Association (JJA) in partnership with Christian Blind Mission (CBM) supported the implementation of Emergency Projects in Chivi and Chipinge districts in Zimbabwe. In Chivi, the Food Security and Livelihoods Project sought to strengthen the capacity and building resilience of the population affected by drought; while in Chipinge, the Livelihood recovery for Cyclone Idai affected communities sought to strengthen the capacity for recovery and resilience of the cyclone affected population.
JJA and CBM are seeking the services of a well-qualified and experienced consultant to conduct the final evaluation of the Emergency Projects in Chivi and Chipinge. The overall objective of the projects is: ‘Strengthening the capacity for recovery and resilience of the cyclone affected population in Chipinge and drought affected households in Chivi districts.’
The Consultancy
The evaluation will, in particular assess the impact and relevance of the project’s intervention on strengthening capacity and building resilience of the population affected by drought and cyclone in Chivi and Chipinge districts, respectively. The evaluation will employ the six specific evaluation criteria for humanitarian action from the Organization for Economic Cooperation and Development – Development Assistance Committee (OECD-DAC) to guide the study with special emphasis on sustainability. The evaluation will thus assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the project as well as relevant humanitarian standards. The results of the evaluation will be used for accountability to the donor, implementing partner, project stakeholders as well as informing continuous learning for the implementing and funding partner.
The Consultant
The ideal consultant to take up this task should preferably possess a Masters in Disaster Management or Development Studies or postgraduate qualification in Development Studies, Community Development, Monitoring and Evaluation, Project Management, with strong command in research and report writing skills. Experience in Livelihoods and Resilience programming; and emergency programming are an added advantage.

The consultant is expected to complete the task in 20 calendar days.
