Background to the organisation

The contracting organisation is Environment Africa which is widely regarded as a leading environmental organisation in Southern Africa. It was established in 1990 as a private voluntary organisation and is registered and implementing projects in Zambia, Malawi, Zimbabwe and Mozambique. With over 20 years of environmental and agro-ecological programming, Environment Africa believes in the use of local solutions for the most pressing environmental and developmental challenges and works in collaboration with like-minded partners in government and private sector. Through experiential knowledge gained over the years, the organisation places high recognition on improved livelihoods, sustainable development, environmental governance and biodiversity that safeguards current and future generations


Study Background and Context

Environment Africa is implementing a food security programme in Guruve and Zvimba with funding from Bread for the World (BfdW). In the two districts, the organisation implemented two food security projects the first one (phase one project) entitled “Sustaining Livelihoods through Improved Climate Change Resilience (SLICCR) Project'' and the current project (phase two project) entitled “Upscaling Climate Resilience for Food and Nutrition Security Enhancement project”.


The “Sustaining Livelihoods through Improved Climate Change Resilience (SLICCR) Project'' was the first phase of the programme and was implemented from the 1st of July 2016 to the 31st of July 2019 in Guruve and Zvimba districts. It primarily targeted a total of 1560 households from 14 wards in the two districts. The project promoted conservation agriculture (CA) as one of the climate-smart techniques aimed at increasing food security to vulnerable but capable rural smallholder farmers using the Farmer Field Schools (FFS) Approach. The project also supported the establishment of 2 micro irrigation schemes that make use of renewable energy sources. Formation of by-laws in Zvimba and Guruve was also facilitated.


The second and current phase of the project which is entitled “Upscaling Climate Resilience for Food and Nutrition Security Enhancement project” is being implemented from the 1st August 2019 to the 31st July 2021. The project is supporting 300 farmers in 5 additional wards in Guruve district in conservation farming techniques and post-harvest technologies. The project is also capacitating duty bearers, (District natural resources committee, traditional leadership, Rural District Council Officials) to implement and monitor implementation of locally formulated bylaws. Small holder farmers are also being capacitated on ISALs for pooling local financial resources.


In order to have an independent opinion on the programme progress at impact, outcome and output levels, the project will engage an external consultant to conduct an End of Project Evaluation for the programme in the two districts.


Profile of the evaluation team

Environment Africa is looking for consultants who should demonstrate a track record of doing similar work and excellent analytical and report writing skills. The lead consultant(s) should have a minimum of 5 years consulting experience for similar or related actions and a recognised qualification in Agriculture. The team should be multilingual, being able to speak, read and write both English and Shona competently.
