About OPHID

The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions.


Position summary

The E.HR technical officer will provide overall technical front end support to the TASQC program in the adoption, rollout, and utilization of HER. S/He will work closely with SIE managers and the MOHCC EHR team while providing direct technical support to districts. S/HE shall maintain a close liaison with the District Strategic Information Evaluation Officers. The position is responsible for improving the quality of data generated by the district and for the TASQC program through her for reporting and use at local facility level.


Key responsibilities

Lead in the development of tools, SOPs for data cleaning, analysis and utilization at E.HR sites; Lead in the development and rollout of routine EPMS/EHR/electronic record data quality audit tools; Lead in the development of EHR/electronic record reports to improve patient care (appointments, missed appointments, defaulter, viral load etc); Collaborate closely with MOHCC Health Informatics in the validation and rollout of key PEPFAR reports in E.HR; Be the link person in the collaboration between MOHCC, E.HR IPs and OPHID participating in TWGs and related meetings; Develop training modules and coaching tools for E.HR for use by site staff; Train and coach TASQC SIEO and other program team members of E.HR including its main features and utilization; Maintain an UpToDate skills database for E.HR for all TASQC site staff including MOHCC cadres; Prepare annual training plans for E.HR based on approved modules; Identify health worker capacity needs, train and mentor as necessary on the minimum package of SIE activities at facility level; Support DSIEOs in troubleshooting E.HR relate issues and resolving them; Coordinate the data quality improvement of the overall TASQC E.HR dataset; Develop EHR reporting tools, for PEPFAR MER and other routine TASQC reporting and disseminate to other users; Support the SIE managers in rolling out updates on HER; Coach and mentor health care providers in compliance procedures and accessing medical records information.


Person specification

A Bachelor of Science in mathematics, statistics, M&E AND a completed diploma/post-grad program in health sciences/public health/HIV programs,; OR; A master’s degree in health informatics, epidemiology, public health, biostatistics or similar will be an added advantage; Minimum of three years’ experience and demonstrated practical skills in monitoring HIV and AIDS, TB, care and support programs; Demonstrated working knowledge of quantitative data collection systems in the MoHCC, including familiarity with processes of strengthening district level M&E capacity, and data analysis using Advanced Excel, SAS, SPSS, STATA, Epi-Info, EpiData, or any other data analysis software; Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage; Experience with Electronic Health Record systems; Exceptional computer and organisation skills.
