About OPHID
The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID, works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions. OPHID is looking for suitably qualified and motivated individuals to fill the following post:
Position summary
The DSIEO will provide overall support for strategic information and evaluation to the district and health facilities within the allocated geography and will maintain a close liaison/working relationship with the District Health Information Office. The position is responsible and accountable for improving the quality of data generated by the district, facility, and community service delivery platforms in the HIV, TB and TB/HIV programs across all indicators and program areas, as well as ensuring that data are accurately entered and reported timely onto the program databases for MOHCC, OPHID and USAID (MOHCC DHIS2, OPHID DHIS2, and DATIM). The DSIEO functionally reports to the District Program Coordinator (DPC), and technically to the Strategic Information and Evaluation Manager. The DSIEO will work with and capacitate all OPHID program staff within the district with data management and data quality improvement activities.
Key responsibilities
Support the implementation of district facility and community SIE/M&E activities for HIV, TB, and TB/HIV programs; Provide timely and accurate data dashboards to the DHE to support a data driven approach to resolving district level challenges affecting the HIV, TB, and TB/HIV programs; Support the DHE in coordinating all SIE/M&E plans/activities for partners working on HIV, TB, and TB/HIV programs within the district ; Work with the DHE in conducting facility and community level RDQAs, assessments and data quality supportive supervision of HIV, TB, and TB/HIV programs; Support the DHE in conducting skills audits and coordinating training of healthcare workers on data management and SIE/M&E systems for HIV, TB, and TB/HIV programs; Assist the DPC in managing district program resources for the organization; Support the DPC in using data driven site identification for HRH placement, and the recruitment, orientation, deployment, and performance management of all HRH resources (OI/ART, CXCA Screen, PC, DEC, CRF etc); Support the rollout and implementation of a minimum package of SIE activities at facility and community level within the district (standard SIE package); Support the reporting, data analysis and utilization of data at facility and community level service delivery platforms; Reporting, data quality, data analysis, and use for the district HIV, TB, and TB/HIV program implementation
Qualifications
A quantitative bachelor’s degree in mathematics, statistics, M&E AND a completed program in health sciences/public health/HIV programs, OR; A bachelor’s degree in public health, health sciences, operations research, AND a completed program in a quantitative area (M&E, biostatistics); A master’s degree in epidemiology, public health, biostatistics, M&E or similar will be an added advantage; Minimum of three years’ experience and demonstrated practical skills in monitoring HIV and AIDS, TB, care, and support programs; Proficiency and competency in MS Office suite (Word, Excel, PowerPoint, Outlook) and online collaboration technologies; Demonstrate working knowledge of quantitative data collection systems in the MoHCC, including familiarity with processes of strengthening district level M&E capacity, and data analysis using Advanced Excel, SAS, SPSS, STATA, Epi-Info, EpiData, or any other data analysis software; Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage
