District Field Officers X60 Grade : D3/D5/E2-E5 Reports To : Provincial Field Officer (E5) Department : War Veterans Affairs Station : District DUTIES AND RESPONSIBILITIES 1. Interpret the War Veterans Acts (Chapter 11:15) for the effective management of the District Office. 2. Maintain the District register for War Veterans, Ex-Detainees, Ex-Restrictees and War Collaborators. 3. Process War Veterans, Ex-Detainees, Ex-Restrictees and War Collaborators benefits which cover education, health, funeral, loans and projects at District level. 4. Organize capacity developments workshops for War Veterans, Ex-Detainees, Ex-Restrictees and War Collaborators at District level. 5. Provide expert guidance to War Veterans, Ex-Detainees, Ex-Restrictees and War Collaborators in identifying viable projects and in the preparation of project documents/proposals. 6. Ensure that War Veterans, Ex-Detainees, Ex-Restrictees and War Collaborators participate fully in national empowerment projects and programmes being implemented in the District, in liaison with other Line Ministries, Government Departments and development partners. 7. Monitor and evaluate projects undertaken by War Veterans, Ex-Detainees, Ex-Restrictees and War Collaborators at District level. 8. Represent the Ministry in District Land Committee meetings. 9. Produce monthly reports for onward transmission to the Provincial Field Officer. QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES • A Social Science Degree or equivalent • Knowledge of the War Veterans and Regulations. • A thorough understanding of national development policies and priorities e.g. Transitional Stabilization Programme (TSP), Devolution and Vision 2030. • A high degree of maturity, self-discipline and creativity. • Ability to handle confidential information. • Ability to work under pressure with minimum supervision. • Ability to communicate at all levels • Must be a self-starter. • Should be computer literate.
