Introduction and background

One of the challenges facing the mining sector in Zimbabwe is lack of geo data which consolidates mining information that quantify mineral deposits across the country. However, there have been attempts by the government to migrate from the manual to a more efficient and computer-based cadastre system in the administration of mining titles. The cadastre system which is a computer-based and up-to-date land information system will contain a record of interests in land such as owners’ rights, restrictions and responsibilities. GIS technology has become increasingly central to the mining industry over the years, it reduces risks by tracking geographic variables that might otherwise have been missed. GIS is now commonly used in almost all aspects of mining, from initial exploration to geological analysis, production, sustainability and regulatory compliance (Miller and Lynch 2014). The GIS technologies help to improve transparency in the mining sector. In the context of Zimbabwe the cadastre system will address mining-related conflicts across various levels including farmer miner conflicts, multiple allocations, small-scale and large-scale miner conflicts among others. To bridge the identified gaps associated with the lack of a comprehensive cadastre system, a local organisation seeks the services of a consultant to create a GIS of the mining claims in one of the mining areas of Zimbabwe.


Objective

To adopt GIS / digital technologies to improve transparency in the mining sector.


Key duties and expectations

The incumbent will be responsible to do data capturing of registered mining claims in one of the mining areas, mapping, cadastral mapping for the continued updating of the area’s geo database so that an up-to-date abstraction of the reality is maintained.

Executes data capturing of the area’s mining claims; Executes Secondary data capturing of the mining claims; Liaison with the Ministry of Mines and Mining development for information; Conducts data cleaning and validation of GIS data sets; Produces an online application that can be used to generate geodata for the specific mining community; Ensures data integrity as provided by the Ministry; Implements performance management and supervise subordinates (data capturing team members); Recommends budgetary and equipment requirements to the Ministry and TI Z for a comprehensive cadastre system for Zimbabwe.

Deliverables

Submission of periodic progress reports as agreed in the contract; A comprehensive report; The consultant is also expected to present the data sets and online GIS maps

Scheduling

The assignment is scheduled to run for 0ne month from the date of awarding of the contract.

Payment

Payments by the organization are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost to the organization. The proposed payment schedule for this assignment is upon submission of progress reports on completed tasks, payments will be approved by the Executive Director.

Role of the local organisation

The organization through its communications team will work together with the consultant on this assignment. The organization will also avail all the necessary documentation and information required for the execution of the assignment and review the draft.

Qualifications and Experience

A degree or postgraduate qualification in geographical information systems (GIS), geography or computer sciences. At least 5 years experience in developing GIS maps in the mining sector.
