What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Your role
ICRC Detention doctors visit places of detention as part of a team of ICRC delegates. The task of the detainee-welfare specialist is primarily to examine everything relating to individual and collective detainee health: hygiene, the detainees' access to water, their nutritional status, access to food and medical care, and the functioning of the health-care system. The work also involves examining specific cases and documenting instances of torture and other types of ill-treatment, both physical and psychological.
Main responsibilities
- Assesses the needs, and plans and implements projects and activities aimed at improving detainees´ access to effective health care, their health and nutritional status, and the health system
- Monitors and evaluates these projects and activities. Collects and analyses relevant data to this end
- Shares the findings and results with other members of the Detention team (from the Protection, Water and Habitat and Economic Security departments) and the Health team, and writes relevant reports
- Ensures respect for medical ethics by all staff
- Documents cases of ill-treatment when needed
- Follows up sick and wounded detainees in line with internal agreements
- Advises and follows up hunger strikers and the medical staff in charge of those individuals
- Train medical staff
Education and experience required
- Strongly motivated by humanitarian work and the field of detention
- University Degree in Medicine with a valid medical license to practice in your country of residence
- Minimum of 3 years of professional experience in general medicine with sound knowledge in communicable diseases is a must
- Experience in Project Management Cycle
- Previous experience in Prison Health and Health System is an asset
- Good command of English and a good command of a second language is a strong asset (French, Spanish, Arabic, Russian)
Desired profile and skills
- Able to work under pressure and lead a multicultural team in a complex environment
- Positive, flexible and able to adapt to challenging living conditions and/or unstable security environment
- Be able to demonstrate a clear motivation for the Health Care in Detention field
- Previous experience within the Red Cross & Red Crescent movement is an asset
Our operational context
- In line with the principle of neutrality, the ICRC dœs not assign personnel to a country of which they are nationals
- Our field staff members must be in good health and will have to do a medical check-up prior to departure in the field
- Our field staff members are prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents)
- In line with our security guidelines, our staff members must hold a manual driving license
