Services summary
ActionAid Zimbabwe seeks to develop SMS Based Survey platform for Global Platform (GP) Zimbabwe to administer SMS based surveys and score cards. Given the prevailing operating environment, this platform is meant to be used as a tool to amplify the voices of and provide people living in poverty and marginalized, including youth and women, an opportunity to use SMS as a way of making their voice heard with policy and decision makers, and for data collection and advocacy purposes.
Key deliverables
The consultant(s) will be expected to: Conduct a needs assessment to understand the expectations of AAZ with regards to how the system should work, further to information provided in the terms of reference; Develop the SMS Based Survey Platform which is capable of the following: a. Administering different types of survey questions, in a way that is similar to UNICEF’s U -report platform; Collecting solicited responses from surveys at no cost to the users, in a way that is similar to UNICEF’s U-report platform; Working as an SMS based chat bot for unsolicited data collection such as UNICEF’s U -report platform; Displaying/ presenting and analysing survey responses/ results in a way that is similar to Survey Monkey; Exporting raw or formatted survey results in a way that is similar to SurveyMonkey and deliver the source code, documentation and final product to AAZ.

Interested candidates should submit the following documents; technical proposal comprising the following; expression of interest (max 2 pages); personal CV(s) (not more than 3 pages); brief description (max. 1 page) of why you consider yourself as the most suitable for the assignment, and a methodology and workplan (max. 1 page) for how you will approach and complete the assignment; at least contacts of three referees who can vouch for the quality of your previous work; activity-based financial proposal indicating fees for the consultancy. The financial proposal should show a detailed breakdown of all costs per activity in an excel spreadsheet.
