About
Adult Rape Clinic (ARC) is a Private Voluntary Organisation (61/18) which works to deliver medico-legal and counselling services to survivors of sexual violence and promotes awareness on prevention of sexual violence. ARC’s headquarters are in Harare and has satellite clinics in Kadoma, Gokwe and Masvingo.
Background
ARC has not updated its Human Resources (HR) Manual within the last four years. ARC has recently opened and recruited personnel for new sites in Gokwe, Kadoma and Masvingo. The HR Manual details the various human resources management policies and procedures within the organisation. Therefore, it is on this basis and the need to make the Manual user-friendly that this consultancy call is sought.
Scope of work
The consultant is expected to carry out an assessment of the existing HR Manual, procedures and practices and identify gaps and areas which may require improvement and strengthening; Review the current HR Manual in order to advise/recommend on the best structure and content of the Manual; Review and make recommendations drawing from best practice in the NGO sector for such manuals.
Approach
An initial briefing with the Human Resources Committee and Co-Directors is expected to ensure full comprehension of the expected exercise; Review HR Manual and related policies documents to ensure that it complies with best practices in human resources management; Presentation of the proposed structure and content of the proposed new Manual to Management and Board for input; Training and orientation of staff and Board on the new manual to ensure it is accepted and appreciated by all; Finalisation of Manual incorporating feedback from the ARC Board, Management and Staff.
Duration and Placement
The contract period is from 21 December 2020 to 31 December 2020
Payment Terms
The consultant will be remunerated by ARC and will work a total of 10 days
Deliverables
A revised Human Resources Manual; Training workshop for staff and Board on the new HR Manual and report of the same.
Supervision
The consultant will work closely with the Co-Directors and relevant staff.

The application should include: A capacity statement demonstrating how the consultant/firm is capable of doing the job based on past professional experience and these TORs; A financial proposal detailing the various costs associated with the delivery of the above services; A Qualification in Human Resources/Administration/Psychology/Project Management/ relevant field; A minimum of five (5) years of relevant work experience.
