SOS Children's Villages Association of Zimbabwe is a member of SOS Children’s Villages International. In Zimbabwe, we are a Private Voluntary Organisation (PVO) registered since 1983. Our programmes cover children without parental care, youth development, Advocacy, Family Strengthening, and emergency. Our operational areas are Harare Metropolitan, Chitungwiza, Bindura Urban, Shamva, Seke, and Bulawayo Metropolitan.
Scope of Work
SOS Children’s Villages Zimbabwe (SOSCVZ) seeks to contract a consultant to conduct an organizational gender assessment. The assessment will identify gender gaps in the organization.
It is envisaged that the assessment must generate information on the existing gender gaps, opportunities, constraints and needs of women, men, girls and boys in various SOS programs in 3 locations (Bindura, Bulawayo and Harare). The scope will include an organisational assessment and the assessment of two (2) key programs namely Alternative Care/ Family like Care and Family Strengthening Programs in Bindura, Bulawayo and Harare.
The goal is an enhanced understanding of gender dynamics, experiences, access, control and ownership in both work and program settings. Understanding power dynamics and how decisions are made will allow for the extrapolation of individual and collective actions and program outcomes. The assessment will feed into the design of gender sensitive and transformative work environments and programs
Objectives of the assignment
The consultant is expected to: Conduct a gender assessment using an acceptable robust gender analysis tool including analysis of policy and other vision casting documents; Assess the labour related gender roles of men and women in the workplace and in programs. In particular to identify the participation, representation, competence, voice and leadership of men and women, boys and girls; Analyse and investigate gender constraints (physical, financial, knowledge) towards increasing access to program benefits and participation; Use both quantitative and qualitative data background information in order to give meaning to gender roles. Methodology employed must be collaborative, participative, broad and deep in order to inform actual action; Provide recommendations on effective integration of gender issues into programs. It is expected that key gender indicators will be recommended for action or inclusion into existing monitoring frameworks and that recommendations will lead to the deepening of mainstreaming gender within the organisation and across existing programs; Develop a gender awareness training manual and gender mainstreaming tools for SOS Children's Villages Zimbabwe
The consultant will be expected to conduct a desk analysis of existing policies, program plans as well as interact with stakeholders in a multi-disciplinary and thematic focused manner that includes other cross cutting themes relevant to SOS CV Zimbabwe.
The assignment is expected not to exceed 6 weeks (one and half months) and must be executed in the months of June/July 2021.
Eligible consultant/s must have
Post graduate qualifications in one or more of the following Sociology, Gender Studies, Social Work, Development Studies and or other relevant social sciences with at least 8 years professional experience; In depth understanding of gender sensitivity in the child protection and safeguarding context; Proof of experience in conducting gender assessments and appreciation of the sensitivity and inclusivity that such assessments demand; A proven track record of professional execution of previous gender specific consultancies and demonstrated capacity to deliver high quality outputs within a proposed and complex timeframe; Excellent report writing, analytical, communication skills are essential; Good interpersonal skills and ability to formulate shared position; Knowledge and ability to use online technologies to conduct interviews and surveys.
The interested individuals/firms should submit their applications by 6 June 2021, consisting of: An application/cover letter not longer than two pages; A technical proposal for the assessment; A financial proposal with itemised budget in United States Dollars; The CVs of the team leader and other key team members; Samples of reports of previously undertaken similar assignments; Contact or references of 2 organisations that have recently contracted the firm/consultant(s) to carry out a similar assignment.

Cancel the bid if the quality and budget requested is deemed unacceptable; Contact any or all references supplied by the bidder(s); Request additional supporting or supplementary data (from the bidder(s)); Arrange interviews with the bidder(s); Reject any or all proposals submitted; Accept any proposals in whole or in part; Negotiate with any one or more of the bid applicants who are found to be technically qualified and ranked among the top three/four – depending on the procurement committee decision; Contract any number of candidates as required to achieve the overall evaluation objectives
