Introduction

A local human rights organisation is seeking services of a consultant with experience in legal research and legislative drafting to develop a model law. The socio-economic challenges of the Covid 19 are being felt worldwide and Zimbabwe is no exception. In addition to this pandemic Zimbabwe has in the past suffered other major disasters which left communities reeling. If not managed properly and in line with set international standards, natural disasters create challenges which, if not managed properly perpetuate violations and other social inequalities. It is in this context that we are seeking services of the consultant to develop a model law that will be used by the group to lobby for the enactment of a disaster management and risk reduction model law in Zimbabwe. Interested consultants must provide information indicating that they are qualified to perform the services required (legal research and legal drafting).

Deliverables

To be disclosed to the shortlisted candidates.

Level of Experience

The consultant must be well versed with law and disaster risk reduction and management in Zimbabwe;

The consultant will have at least eight (8) years’ experience in legal research and legislative drafting;

The consultant must provide information that proves relevant qualification to perform the task - Such documents include, description of similar assignments, relevant experience, general qualifications and two supportive references;

The consultant is expected to have ability to coordinate and moderate the relevant deliberations on the required work; All the communications between the consultant and the Forum must remain confidential;

Applications from Zimbabwean institutions or organisations that have such expertise will also be considered.

Institutions/organisations should send an organisational profile and resume for lead consultant;

Cost estimates and number of days required;

A sample research paper (preferably published paper).
