Evaluation and Documentation of Save the Children Norway Supported Programme in Zimbabwe: Save the Children

Background
Save the Children believes every child deserves a future. In Zimbabwe and around the world, we give children a healthy start in life, the opportunity to learn and protection from harm. We do whatever it takes for children – every day and in times of crisis – transforming their lives and the future we share.
For more than two decades, Save the Children Zimbabwe (SCZ) with the Support of Save the Children Norway /Norad funding, has been implementing long term and development programmes in Zimbabwe. In this regard, SCN had entered various levels of agreements. These are annual contractual partnerships to multiyear framework agreements. .During these two decades (2010-2021) there were 3 framework agreements (2010-2014, 2015-2018 and 2019-2021). In 2021 there will only closeout activities however we include the year in the evaluation because it is part of the current framework period. During this period SCN had been implementing various activities under education, child protection, DRR and child rights governance sectors. The implementation of activities has been done through partnership with strategic and implementing partners
Objectives of Evaluation
The primary purpose of this exercise is to understand and document the ways in which this collaboration has functioned to achieve results for children during the last ten years. The evaluation and documentation process will be based on documented evidence throughout the time period (including reviewing annual reports, evaluation reports and case study documents etc.) supplemented with interviews with the relevant key informants and stakeholders. Moreover, key achievements, successes, lessons learned, best practices on sustainability and capacity strengthening efforts undertaken, emphasizing the methodologies used and strategies developed will be captured in the period from 2010 to 2021 (annual and multi-year framework agreements).
Save the Children Zimbabwe is therefore inviting qualified consultant bidders to undertake the Evaluation and Documentation of Save the Children Norway Supported Programmes in Zimbabwe as per detailed terms of reference to be supplied to interested bidders.
