Introduction
A youth organization that seeks to promote youth participation in national development processes seeks to engage a consultant to undertake training in national budgeting processes. The national budget is central to policy implementation, as most of the major provisions of policy need resourcing. A government budget is important in the implementation of youth development because: It is through a government budget that public services to youth such as health, education and housing are delivered; It is both an economic and social policy tool for addressing inequality, marginalization and vulnerabilities of specific youth (young women, rural based youth youth with disability); It demonstrates the real commitment of a government to promoting youth development; It is an instrument for holding a government accountable for its commitments to children.
In line with good economic governance, budgeting should take place in an environment of transparency and accountability. Budget transparency refers to the inclusiveness and openness of the budgeting system to public engagement and scrutiny. The contracting youth organization therefore seeks to conduct a training that provides youth organizations with the necessary tools and understanding of the national budgeting process. Treasury is expected to publish quarterly treasury bulletins and consolidated Monthly Financial statements and this training will ensure that youth are able to understand such documents and how it affects the work that they do.
Objectives of the training
To provide youth with critical information and contacts around national budgeting processes; To provide youth with skills and an analysis of budgetary allocations and spending patterns in Zimbabwe; To provide an assessment of spaces and opportunities for civil society and youth’s participation in budget tracking processes.
TORs for consultant
It is against this background that the organization seeks to engage a Consultant for a period of 1 working day in September 2021, who will prepare material and conduct the training for 30 youth representatives. The Consultant is to: Submit to the organization the proposed methodology and budget for assignment; To produce training material and handouts for the participants and facilitate the training at a venue to be advised.
Qualifications for the consultant
At least a Masters level qualification in a relevant discipline such as Economics / Development / Statistics; At least 5 years of extensive experience in budget analysis training, research and evaluations; Detailed knowledge of youth programming in Zimbabwe and previous experience in budget training and advocacy.
Coordination, planning and timing
The consultant will report directly to the Director. The contract for the assignment will be signed between the consultant and the contracting youth organization.
