Introduction
A youth organization that seeks to promote youth participation in national development processes seeks to engage a consultant to undertake training of youth in the devolution agenda. Devolution is broadly understood as the transfer or delegation of power or responsibility from a central figure or governing body to a lower level of authority or government, such as a local or regional administration, while decentralization is the transferring of central government authority to lower levels of government at provincial or local government levels. Devolution aims to shift state power and governance from single-dimensional to multi-dimensional through flexible decision- making and the greater involvement of affected communities in deciding their needs and exercising oversight in the provision of those services. A youth organization seeks to engage a consultant to train youth in the origins, structure, progress, opportunities, challenges and successes in the devolution process.
Objectives of the training
To enhance youth understanding of the devolution process with a focus on origins, structure, progress, opportunities, challenges and successes in the devolution process; To provide youth an opportunity to explore advocacy entry points around the devolution process; To provide an assessment of spaces and opportunities for civil society and youth’s participation in devolution
TORs for consultant
It is against this background that the organization seeks to engage a Consultant for a 1-day training of youth representatives in September 2021. The consultant will prepare material and conduct the training for 30 youth representatives. The Consultant is to: Submit to the organization the proposed methodology and budget for assignment; Produce training material and handouts for the participants and facilitate the training at a venue to be advised
Qualifications for the consultant
At least a Masters level qualification in a relevant discipline such as Development Studies / Urban Planning / Social Studies; At least 5 years of extensive experience in local governance training, research and evaluations; Detailed knowledge of youth programming in Zimbabwe.
Coordination, planning and timing
The consultant will report directly to the Director. The contract for the assignment will be signed between the consultant and the contracting youth organization.
