Background
The World Health Organization has called for collaboration between public and private healthcare providers to maximize integration of tuberculosis (TB)/HIV services and minimize costs. This is because Public-Private Partnerships (PPPs) are central in strengthening collaboration in TB and HIV response in attainment of universal access to disease prevention, diagnosis, and care. More people can access care through multi-sectoral collaboration as there is increased accessibility, efficiency, and effectiveness.
The Ministry of Health and Child Care (MoHCC), with USAID support, conducted an assessment of its TB diagnostic network in February 2020. The assessment highlighted that as the country moves towards detecting all people in need of TB and HIV services, the private sector service providers should be included in the TB and HIV diagnostic network and have access to services at no cost to the patient.
It is against this background that the Infectious Disease Detection and Surveillance (IDDS) project in Zimbabwe would like to engage a local expert who will work with an international consultant to support the MoHCC in reviewing and updating the Strategic Framework for Public- Private Partnerships for TB and HIV Prevention, Treatment, Care and Support: 2014 – 2016.
Broad Objective
In collaboration with an international consultant, review and update the MoHCC Strategic Framework for Public-Private Partnerships for TB and HIV Prevention, Treatment, Care and Support: 2014 – 2016 in line with the latest developments and guidelines.
Specific Objectives
Review and update the MoHCC Strategic Framework for Public-Private Partnerships for TB and HIV Prevention, Treatment, Care and Support: 2014 – 2016 in line with international best practices and recommendations; Conduct desk review of best international PPP practices in TB and HIV programs focusing on the existing PPP modalities, M&E methods, successful PPP practices, and lessons learnt from failed PPP initiatives to provide recommendations for updating the current document; Hold consultative meetings with the MoHCC, AIDS and TB Program Unit, NTP, Directorate of Laboratory Services, private sector representatives (for profit and not for profit facilities), and other stakeholders to exchange on public-private sector collaborative activities; Lead workshop to revise the current Strategic Framework document; Develop costing model for incorporating the private sector into the MoHCC network.
Key Deliverables
Revised MoHCC Strategic Framework for PPP for TB-HIV Prevention, Treatment, Care & Support; Costing model to be used by private sector entities incorporated into the TB and HIV diagnostic network; M&E framework for strategic framework.
Timeframe
The duration of this consultancy is ten (10) working days
Required Qualifications
Master’s Degree in Public Health, Epidemiology, Business Administration or Social Sciences; Proven experience in TB, HIV or other health programmes; Demonstrated experience in working in public and private sectors.
