Background

A local non- governmental organisation (NGO) is seeking a consultant(s) to carry out an End of Project Evaluation .The purpose of the end of project evaluation is to assess results achieved through a youth civic engagement project carried out in Masvingo from 2016 until 2020. The evaluation findings and recommendations shall enhance learning and inform the planning of the next phase of partnership. The evaluation will include issues such as Relevance, Efficiency, Effectiveness, Impact, Sustainability, Lessons Learned and Role and value added by the funding partner.

Purpose

The purpose of this assignment is to engage a development expert to carry out an end of project evaluation for a youth civic engagement project.

Objectives

The objective of this assignment is to assess Relevance, Efficiency, Effectiveness, Impact, Sustainability and Lessons Learnt of the aforementioned project.

Consultant technical requirements

The Client requires the assignment to be carried out by a consultant with the following expertise: An appropriate qualification (post graduate qualification) in Social Sciences, Development or closely related field; At least 5 years demonstrated experience in conducting baseline surveys and program evaluations; Solid project management and implementation experience; Proven experience of using participatory evaluation tools as a means of data collection.

Experience in the use of quantitative and qualitative data analysis tools such as EpiInfo, NVivo and SPSS; Clearly stated references for previously performed work; Well-documented knowledge of the development context in Zimbabwe, especially with regards to youth and development issues; Experience in peace building work is an added advantage; Excellent analytical and report writing skills.

Roles of the consultant

The consultant is expected to: Develop a bid for the evaluation work to be undertaken; Develop an inception Report upon being contracted by the client; Conduct preliminary desktop research and field work to collect data; Develop draft report and finalize report following input from the Client.

Deliverables

A completed bid for the evaluation work; Inception report; Draft and final evaluation report.

Scheduling

This assignment should commence on the 16th of November and be completed by 26th of November.

Payment

Full Payment will only be done at the end of the assignment.
