About
ZNNP+ is an umbrella body that represents the interests of people living with HIV in Zimbabwe in their diversity. The organization is represented in support groups and community-based organizations at all provincial, district and ward levels of Zimbabwe. ZNNP+’s mission is “An environment where people live positively.”
Objectives of assignment
ZNNP+ would like to develop and roll out a robust surveillance and data collection system that will effectively contribute to the national HIV response and to the lives of PLHIV and communities. The full roll out of Kutabila Platform will include the development of an electronic database that will be capable of capturing community data in real time and the development of the associated agent interface. To increase reach, the roll out will also include the development of an integrated mobile application and a short message service (SMS) platform which will be utilized beyond the COVID-19 outbreak in any other emergency situation that the country may experience. The Kutabila Platform will seek to track specific indicators integrated into a data store which will assist in collating and analyzing data received from the sub-national levels. The collected data will be used to inform advocacy.
Scope and purpose of assignment
The purpose of the assignment is to develop an electronic database, agent interface and a versatile mobile application for the Kutabila PLHIV and Communities Platform. The consultant is expected to complete the electronic database, agent interface and a versatile mobile application. The Consultant will be expected to craft the Comprehensive Community Guide in electronic database, agent interface and a versatile mobile application line with the National Health Strategy (2021-2025), the Zimbabwe National HIV and AIDS Strategic Plan (2021-2025), the Community Health Strategy and the ZNNP+ National Strategic Plan (2021-2025). Further, the Consultant shall be expected to develop a training manual and train key staff and agents on the functionality of the electronic database, agent interface and mobile application.
To achieve this, ZNNP+ seeks the support of a consultant who will develop the requisite database, agent and user interfaces. The consultant will be expected to complete the task within 30 days.
Qualifications
The Consultant should prove to have done some work related to the assignment; At least one established database, mobile application and training manual; Similar assignments traceable through verification of an existing database and mobile application; and Experience in working with a team of people living with HIV professionals.
Education and experience
The prospective consultant should have a Masters in Computer Science/IT, Statistics or equivalent, and with significant experience in database design and manual development. A PhD or Coding Certification in these fields will be an added advantage. The consultant should have proven minimum 5 years’ experience in developing and designing electronic databases and mobile applications of a similar set-up size and scope. Knowledge and experience of participatory assessment/development approaches will be required. Expertise and experience in HIV and health interventions is required.
