Background of the organisation

Zimbabwe Christian Alliance (ZCA) was launched in 2005 as a faith-based organization composed of existing networks and pastors involved in transformative peace building and developmental initiatives in the country’s ten provinces. The organization has for the past fifteen years been empowering communities with skills on community development and peace building through its church hubs structures (local pastors in the communities).


The organization has 3 strategic pillars, i.e advocacy, peace building and strategic alliances. These pillars are the backbone on which the organization’s programming is informed. The main objective is to empower communities with community developmental skills. The organization operates in eight provinces of Zimbabwe.


ZCA has been carrying out advocacy work at both local and national level. Local level advocacy has been primarily focused on service delivery by local authorities, whereas national level advocacy has been about engaging the government of Zimbabwe on various policies.


Considering the global pandemic of COVID-19, various initiatives to alleviate the plight have been carried out by governments and non-state actors. Various donations have been channeled towards this endeavor with many public hospitals, quarantine centers receiving many items inclusive of PPEs and monetary donations. To augment various stakeholders’ efforts, Zimbabwe Christian Alliance is currently heavily involved in the fight against Covid-19 through the following initiatives. The organization is carrying out Covid 19 preparedness which includes community awareness and prevention in partnership with the Ministry of Health and Child Care (MoHCC).


The organization seeks to put in place resource tracking mechanisms in place to check whether allocated COVID-19 resources are accounted for. Over the years there has not been systematic ways in place of holding local authorities accountable and this has created an enabling environment for communities to participate in governance issues.


However, in the wake of devastating crises such as the current COVID-19 pandemic where many donations and funds are sourced from various well-wishers to address the pandemic there is likely to be room for misappropriation of resources hence this intervention.


Objective of consultancy

The objective of the consultancy is to produce a Tracking and Accountability Tool to be used for monitoring and tracking Covid-19 public related resources in Chegutu, Masvingo, Gweru, Beitbridge and Nkayi.


Deliverables for consultancy

The organization seeks the services of a consultant/s or a firm that can provide services in producing a comprehensive Covid-19 Resources Tracking and Accountability Tool for the organization. The Consultant shall produce a Tool that will lead to community-led monitoring mechanisms which place greater reliance on bottom-up social accountability from the public. The Consultant shall produce a Tool that will enable ZCA members in Nkayi, Chegutu, Masvingo, Beitbridge and Gweru to effectively monitor and track any public donations that are brought to a referral, quarantine center within their respective areas. Furthermore, the Consult shall produce a Tool that will enable communities in Nkayi, Chegutu, Masvingo, Gweru and Beitbridge to monitor COVID-19 related medical procurement and emergency spending, and includes information such as the name of items, the price per item, terms, and supplier.


Therefore, the Consultant must: Produce a standard Covid-19 resources tracking and accountability tool to be universally used in Nkayi, Gweru, Masvingo, Gweru and Beitbridge, Be available to assist to facilitate the orientation of how to use the Tool to ZCA members in the aforementioned areas.


There will likely be several rounds of revision of the document; therefore, the consultant shall have an effective means of capturing and reflecting revisions and for handling version control. The consultant shall finalize the Tool as according to the feedback provided by ZCA.


Duration

Stated below are timelines for the Consultant, upon successful confirmation of engagement.


The Consultant shall produce the first draft within five (5) working days after he/she has been confirmed to be the successful candidate; The Consultant shall produce the final draft within two (2) working days after receiving alterations from ZCA; Upon successful completion of the Tool, the consultant shall avail seven (7) working days to orient ZCA members on the functionality of the draft.


NB These orientation activities may either be done Online or Physically.


Reporting and Relationship

The consultant shall work closely with the Project Officer. During the training phase, wherein the Tool is being used, the Consultant shall be available to facilitate the process.


Patent / Intellectual Property

The produced material shall remain the original work of ZCA. Sufficient material for trademarking the Tool shall be supplied by ZCA.


Requirements

A degree in Social Sciences/BA Arts/Development Studies or related relevant field; An additional qualification and experience in Social Accountability will be an advantage; 5 years’ experience working in governance and peace building sector.
