Consultant to Develop a Change Management Plan

Introduction
The Zimbabwe Association of Community Radio Stations (ZACRAS) is a membership based non-profit making Association founded in 2003. ZACRAS strives to promote community radio interests in Zimbabwe through capacity strengthening, lobby and advocacy, and access to information promotion. The membership of the Association is domiciled in both urban and rural communities. ZACRAS’s Mission is to empower communities in Zimbabwe through building and sustaining strong, vibrant, and autonomous and community driven radio stations.
Context and rationale
In the last 6 years, ZACRAS has experienced significant growth which saw the organisation registering some very encouraging and exciting achievements. More recently and as a result of ZACRAS’ lobby and advocacy efforts, Zimbabwe is now in the process of licensing community radios which is a major game changer in Zimbabwe’s media development agenda. As much as ZACRAS has experienced growth and development in various areas, there is a need to strengthen our approach to changes in the operating environment. This therefore necessitates the need for us to review and update our Change Management Policy so as to clearly outline the manner in which we handle, manage and address change as it occurs.
Scope of work
ZACRAS seeks to engage a Consultant to review and update the organisation’s Change Management Plan. The Plan should outline standardized methods and procedures for efficient and prompt handling of all changes in order to minimize the impact of change-related incidents. The Plan must assist in terms of how ZACRAS adapts to the constantly and rapidly changing environment.
Major duties / Responsibilities
Consultant will submit an expression of interest articulating clearly how she/he intends to facilitate the process including cost of the assignment; Consultant will ensure that he/she reviews the ZACRAS documents to acquaint themselves with ZACRAS including having a meeting with the ZACRAS Chairperson and National Coordinator; Facilitate a Change Management Workshop; Review and update Change Management Plan; Produce Workshop Report.
Deliverables
Updated Change Management Plan; Workshop Report.
Qualifications
The Consultant must have a minimum of ten years experience in organizational development in the NGO sector; Must have at least a Master’s degree in human resources management, organizational development, industrial psychology or development studies; Proven experience in organizational change management and business process reviews across the private and NGO sectors as well as an understanding of media and organizational development. An in-depth knowledge of community media will be an added advantage.
Time frame
Perusal of ZACRAS Documents including interviews with ZACRAS Staff and Board and Workshop Material Production - 2 days
Physical Change Management Workshop - 2 days
Draft Change Management Plan Compilation and Presentation - 5 days
Revision and submission of final Change Management Plan and Workshop Report - 3 days
Estimated total number of days - 12 days
Role of ZACRAS
Provide all the documents required by the consultant necessary for the assignment; To ensure all deliverables are met before the payment has been done; Any other necessary support related to the assignment.
Payment
100% payment shall be done upon successful completion of the assignment.
Reporting
For the duration of the assignment, the Consultant will report to the ZACRAS National Coordinator.
