FUNCTION: Heifer International is seeking a Collaboration, Learning, and Adaptation Lead (CLAL) for USAID-funded food aid and market systems-oriented livestock project in Zimbabwe. The CLA Lead will work closely with all Project Staff to ensure collaboration and learning with other activities in the applicant’s selected implementation area. This staff member will ensure the activity includes active, intentional and adaptive learning within and across interventions, and will play a critical role in incorporating refinement activities and learning into implementation. This includes but is not limited to the U.S. Government, host country government, international donors, multilateral organizations, and private sector investments. RESPONSIBILITIES & DELIVERABLE Contribute to overall technical leadership and oversight in the domains of food security to achieve the results of the project and responsible for establishing and managing systems to ensure cohesion across all technical sectors in the activity
  • Quality of services is maintained at the highest standard
  • Ensure technical interventions are integrated, layered and sequenced appropriately at all levels of implementation within the FFP activity
  • Representation in technical meetings.
Contribute towards the timely delivery of all project results and delivery of reports as well as strong compliance with USG funding regulations;
  • Appropriate, compliant and timely documentation and dissemination of key results and deliverables for maximum project impact and business development internally and with donor
Responsible to improve peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, and evidence and data utilization in support of adaptive management both within and beyond the initial project refinement period.
  • The iterative strategy is developed and implemented throughout the life of the project to ensure project results are met.
The CLAL will ensure ongoing coordination and joint-planning with other USAID and other donor activities (specifically the USAID food security and resilience portfolio), host-government initiatives, and private sector engagement.
  • Establish regular communication with other relevant project leads for the purposes of learning exchanges
  • Develop platforms, methods, channels and/or written materials to capture and disseminate learnings
Minimum Requirements:
  • An advanced degree (Ph.D. or Master’s) plus a minimum of three years of relevant work experience or a Bachelor’s degree and a minimum of five years of relevant experience is required.
  • Demonstrated experience in facilitating learning and knowledge sharing processes, in establishing and managing dynamic feedback systems to capture experiential learning and unintended consequences, and fostering collaboration across teams or organizations is required.
  • The ability to foster commitment and build capacity among activity staff and in-country actors to ensure gender and youth integration and empowerment;
  • In-depth understanding of food security programming.
  • In depth knowledge of the local operating environment in Zimbabwe.
  • Ability to speak Shona or Ndebele highly desireable.
Most Critical Proficiencies:
  • Excellent troubleshooting and problem-solving skills;
  • Understanding of the local context in Zimbabwe and/or the region
  • High level of maturity, good judgment, flexibility and integrity of character;
  • Demonstrated ability to implement systems and procedures and the ability to effectively communicate these to program/technical staff in order to ensure their compliance;

  • Excellent interpersonal relationship skills, including demonstrated leadership and team-building with staff and partners at all levels;
  • Develop an understanding of and become a strong proponent of Heifer’s s Values-Based Holistic Community Development (VBHCD) throughout her/his tenure as CLAL.
