VACANCY ANNOUNCEMENT
Applications are invited from suitably qualified and experienced persons to fill the under listed vacant posts within the Ministry of Justice, Legal and Parliamentary Affairs.
POST A: CHIEF REGISTRAR:
Deeds, Companies and Intellectual Property (Grade F) (Harare)
REPORTS TO: The Permanent Secretary: Ministry of Justice, Legal and Parliamentary Affairs
DUTIES AND RESPONSIBILITIES
1 . Spearhead the formulation, evaluation and review of policies and regulations for the Department and make
recommendations to the Secretary;
2. Set the Department's strategic goals and provide leadership on their execution;
3. Monitor, administer and promote compliance of the following Acts and all ancillary legislation pertaining to conveyancing:
• Deeds Registries Act (chapter 20:05)
• Companies Act (Chapter 24:03)
• Private Business Corporation Act (Chapter 23:1 1)
• Trademarks Act (Chapter 26:04)
• Patents Act (Chapter 26:03)
• Industrial Design Ad (Chapter 26:08)
• Copyright and Neighbouring Act (Chapter 26:08)
• Names, Uniforms, Badges and Armorial Bearing Ad (Chapter 10:01)
• Honours and Awards Act (Chapter 10:1 1)
4. Attend hearings with Conveyancers / Legal Practitioners on objections raised by Deputy Registrar and Examiners during examination and processing of documents;
5. Preside over contested or opposed matters in respect of industrial property matters;
6. Prepare reports to High Court and Supreme Court in contested matters and matters of appeal thereto;
7. Provide advice on technical issues as well as policies, regulations and procedures pertaining to land registration
8. Advise Government on Intellectual Property matters and obligations under Regional and International treaties pertaining to Intellectual Property
9. Act as Registrar to the Patents Tribunal
1 0. Represent the Ministry at Inter- Ministry, Regional and International meetings relating to the functions of the Department;
1 1. Manage, control and account for the financial and human resources allocated to the Department; 1 2. Supervise, counsel and coach subordinates;
QUALIFICATIONS, COMPETENCES AND EXPERIENCE
• Bachelor of Laws /Real Estate Management/Intellectual Property Degree or equivalent qualification from a recognized institution.
• A Master's in Business Administration or in any of the above fields is an added advantage.
• Extensive experience in the field of examination and registration of titles, companies and Intellectual property
• Thorough understanding of Deeds Registries Act (Chapter 20:05)
• Have sound understanding of Public Service Regulations and procedures
• Thorough Knowledge of relevant statutes
• Possess sound financial management and project management skills
• Well-developed communication and analytical skills
• Ability to work under pressure
• Management and supervisory skills
• Be computer literate
