Introduction
Family AIDS Caring Trust (FACT) Zimbabwe is seeking the services of an experienced and knowledgeable consultant to facilitate review and the development of accountability mechanisms on sexual and gender based violence (SGBV) for local community systems, police, clinics/hospitals and courts in targeted districts.
This call for consultancy is done under the, ‘Voices from the Fringes- Sex Worker, Adolescent Girls and Young Women Action against Sexual and Gender Based Violence’ project hereafter referred to as ‘Voices’. Voices is a three year (2020-2022) project of Family AIDS Caring Trust (FACT) funded by the United Nations Trust Fund to End Violence against Women (UNTF) under the Spotlight Initiative to eliminate all forms of violence against women and girls. The project seeks to contribute to ending SGBV and promoting women’s sexual and reproductive health (SRHR) in Zimbabwe by bringing the marginalized voices and concerns of FSW and AGYW from the fringes to the fore in SGBV and SRHR discourse and interventions through movement building and social accountability. It is implemented at district and national levels. At national level the project works towards creating links between community/district level efforts with national agenda and processes on addressing SGBV.
Purpose and objectives of the consultancy
This consultancy has a dual purpose;
(1) to review the existing feedback and accountability mechanisms for local community systems/structures, Police, Health (Clinics/Hospitals) and Courts and give recommendations for improvement or suggest alternatives; and
(2) facilitate the process of improving the existing and developing alternative accountability mechanisms per stakeholder. The review should also assess the extent to which the current accountability mechanisms for these stakeholders are effective and being utilized by FSW and AGYW and propose ways to increase utilization by project primary beneficiaries (FSW and AGYW). Thus the specific objectives for the assignment are as follows: To identify existing accountability and feedback mechanism for local community systems, police, health (clinics and hospitals and courts in (or responsible for) Murehwa, Goromonzi and Zibagwe/Kwekwe districts; Analyse the extent of utilization of these mechanisms by FSW and AGYW on SGBV and SRHR; Assess effectiveness of these mechanisms and responsiveness of the targeted institutions to issues of SGBV; Assess the level of willingness by targeted key stakeholders to use social accountability mechanisms as a means to increase transparency and accountability on SGBV among FSW and AGYW; Provide recommendations or suggestions for improvement on current accountability mechanisms for each stakeholder/institution or propose new mechanisms for effectiveness and improved utilization by FSW and AGYW; To guide/facilitate the process for each respective stakeholders/institutions in improving their existing feedback and accountability mechanism or develop alternative mechanisms.
