Introduction

The Women’s Coalition of Zimbabwe is implementing an intervention aimed at increasing the influence and capacity of women and youth in acting collectively, through formal and informal groups, for more democratic and accountable governance at every level of society. The project goal is underpinned by the following objectives: To promote women’s agency in influencing Policy responses and actions to COVID-19 through community and national policy dialogues; To improve women participation in overseeing the Government’s response to COVID-19 through promoting active gender lens monitoring and tracking of the actions of stakeholders and duty bearers at both local and national levels.


Purpose

This assignment is intended to develop a Gender Equality Marker. This is intended to track the Government's actions and resources that support gender equality advancement women’s empowerment during COVID-19. The Gender Equality Marker will be used by WCoZ to advocate for the meaningful mainstreaming, integration and reporting of gender by Government and solution holders through implementation of gender responsive COVID-19 interventions, policies and institutional practices. It will be used as a solid reference guide for effectively mainstreaming gender and prioritisation of women’s rights approaches. The overall goal is to ensure the reduction of gender discrimination and inequalities in the Nation’s and public institutions’ COVID-19 response

The development of the marker will be informed by the UN Gender Equality Marker Guidance Note and also findings of the sectoral analysis of COVID-19 related policies conducted by selected policy think tanks under the CEADZ Consortium.


A call for expression of interest is therefore made to the consultant(s) who wish to undertake the development of a COVID-19 response Gender Equality Marker.


Methodology and Scope of work

The Consultant will work closely with the Gender Advisor to develop a Gender Equality Marker which clearly corresponds with the project objectives and outcomes. To achieve this, the Consultant shall be expected to employ a mixed methods approach, which will include as a minimum: Desk reviews and best practices on the adoption of a Gender Equality Marker in various countries and institutions; Gender-lens review of the current COVID-19 National Response in order to assess its strengths and gaps.


In carrying out this work, the Consultant shall develop and submit: A final detailed inception report outlining the Consultant’s understanding of the assignment and the approach to be employed. This should include the proposed structure of the Marker; The 1st draft of the Gender Equality marker which shall be subject to in-depth review by the Gender Advisor; A power-point presentation which summarizes the Marker; The Final document: Gender Equality Marker.


Deliverables

The key deliverables of this Consultancy shall be a comprehensive Gender Equality Marker

Presentation of the Draft - 17 February 2021

Submission of Final work - 19 February 2021


Expected Qualifications, experience of the Consultant

The consultant should have a Masters’ Degree in Gender Studies, Social Science, Development or related fields; Minimum 5 years of relevant work experience in gender and policy advocacy research; Proven working experience on gender equality, women empowerment issues.

It will also detail work-plan, including dates for when specific tasks will be done. The EOI should also include a detailed budget, indicating a breakdown of all costs for conducting this work such as consultancy daily rate. The EOI must not exceed five pages. Also submit a cover letter summarizing the applicant’s skills and past experience relevant to conducting the outlined SOW; Detailed C.V(s)/resume(s), with names of three referees and their contact details (email and phone); At least two recent samples similar to that called for in this SOW for which the applicant was a lead author.
