Baseline Survey Consultant: Musasa Project Deadline: 11 September 2020 Musasa Project is seeking consultancy services for baseline survey for a project titled “Promoting Safe Spaces for adolescent girls and young women through championing GBV primary prevention efforts and provision of GBV services in Mazowe, Mashonaland Central”, a project supported by TDH. The project seeks to contribute to the reduction of GBV incidences in Zimbabwe. This will be achieved through provision of enhanced direct services to respond to GBV and prevention. Background of the organisation Musasa is a national NGO registered under PVO number WO 6/91 that started work in 1988 focusing on Violence against women (VAW). In the first decade of its existence, Musasa mainly focused on direct support to survivors of violence, public education and awareness raising on VAW as well as capacity building of police, magistrates, and other members of the justice system. On the latter, Musasa developed modules and training programs which helped to change attitudes, behaviours, and the general responsiveness of the justice system to VAW. The organisation’s efforts culminated in the passing of the Domestic Violence Act in 2007. Musasa led the civil society movements to put pressure on the government and Parliament to enact this very important legislation. Musasa also co-chairs the multi stakeholder Gender Based Violence cluster together with the Ministry of Women Affairs. The cluster sets strategic direction and makes policy recommendations for government departments and other stakeholders to take up. Purpose of the baseline survey A baseline assessment will be conducted in Mazowe district among project beneficiaries and local stakeholders and community members, to assess and understand the main causes of Gender based violence, the common forms of abuses in that area and its impact on young women, girls and boys between the ages of 10- 24 years, as well as services available in responding to the same. This will enable project performance indicators at output, outcome and goal level to be measured and tracked. Scope of the baseline survey The baseline survey will be completed at the start of the project and should cover all the specific components of the results framework and establish the baseline values for the project's performance indicators at output, outcome and goal level to be measured. Working in close collaboration with all the key stakeholders and community leaders will be very key. This is intended to provide a clear understanding of the starting point of key elements of the program’s interventions against which later progress will be measured. The survey will be conducted in Mazowe. Position summary The Consultant will be expected to develop data collection tools, conduct the baseline survey, present findings, validate baseline findings and produce a detailed baseline report. Qualifications At least a Masters or higher degree/qualifications in Development Studies or Social Sciences; At least 5 years’ experience of conducting baseline studies, programme and use of participatory methods for assessment in a field-based setting and/or undertaking similar assignments under humanitarian and development frameworks; Sufficient knowledge and experience covering the key result areas of the project; Previous work experience on donor funded projects; knowledge of context of project area is a plus; Ability to deliver on the tasks within tight deadlines and against set targets; Excellent written and verbal communication skills in English. Language Fluency in written and spoken Shona and English.
