Following the devastation caused to life, livelihoods and property by Cyclone Idai in March 2019, the World Bank (WB) has allocated up to US$ 72 million to finance a recovery project for Zimbabwe and the African Development Bank (AfDB) has allocated US$ 25 million to finance socioeconomic recovery in Zimbabwe. These projects address both early and mid-term recovery needs in multiple sectors (livelihoods, health, education, agriculture and infrastructure). UNOPS has been requested to establish multiple projects in Zimbabwe to assist with the recovery of the selected areas in Zimbabwe that were most affected by the cyclone. The particular project that these terms of reference is in respect to is the AfDB funded Post Cyclone Idai and Kenneth Emergency Recovery and Resilience Programme (PCIREP) for Zimbabwe. An Assistant Electrical Distribution Engineer will be required for the above mentioned AfDB project (based in Chipinge). The Assistant Electrical Distribution Engineer is responsible to support the Electrical Distribution Engineer in all aspects of the project life cycle. S/he must be able to apply with direction, the duties and responsibilities of the project success criteria, given below. The incumbent will be based in Chipinge with possible requirements for travel to other Districts of Manicaland Province (Chimanimani) and will work in close collaboration with the respective Project Manager and the KEMC Technical Services Unit. The Assistant Electrical Distribution Engineer will work under the guidance and supervision of and report to the Electrical Distribution Engineer to assist in the monitoring the design development and construction work implemented by design consultants and contractors and also by the Zimbabwe Electrical Transmission and Distribution Company (ZETDC).
1. Stakeholder Management
  • Assist the Electrical Distribution Engineer to manage communications and ensure stakeholders are aware of project activities, progress, exceptions and that stakeholders are able to accept the handover of the project outputs;
  • Assist the Electrical Distribution Engineer to manage design consultants and their performance/delivery during the design development phase for MV electrical distribution systems;
  • Assist the Electrical Distribution Engineer to manage the performance and delivery of works being conducted by both contractors and ZETDC to ensure compliance with designs, codes, regulations and standards;
  • Advise the Electrical Distribution Engineer regarding issues that may impact the achievement of the project outputs, including issues of sustainability, resilience and post project requirements such as maintenance;
  • Assist the Electrical Distribution Engineer to manage project information flows between the various assigned work packages and the rest of the project team;
2. Operations
  • Implement approved work packages (including the establishment of milestones) within tolerances set by the Project Board;
  • Partake in the management of the delivery of effective designs which conform to all codes of practice and industry standards in Electrical Distribution Systems, Substation Design and Build projects up to 33kV;
  • Assist the Electrical Distribution Engineer to manage the production of the required project products, taking responsibility for the overall progress and effective use of resources and initiating corrective actions where necessary;
  • Ensure compliance with UNOPS and Zimbabwe National Health & Safety and Electrical Distribution Systems Installation Regulations and Construction Quality Assurance;
  • Assist with the preparation of tender and contract documentation including specifications, bills of quantities and drawings where required;
  • Liaise with external equipment and services suppliers and/or account managers;
  • Advise the Electrical Distribution Engineer of any deviations from the project plan;
  • Identify and manage risks so that maximum benefits to the project are achieved. Review and manage project products quality and ensure that completed outputs are accepted by the relevant stakeholders;
  • Assist the Electrical Distribution Engineer to monitor and evaluate the performance and delivery of service providers;
  • Identify and report potential business opportunities for UNOPS to UNOPS Management.
  • Identify and report threats to the UNOPS internal project business case to the Electrical Distribution Engineer;
  • Daily coordination with relevant stakeholders such as other UN agencies, NGOs, Community and government counterparts and contractors;
  • Quality Control of all matters pertaining to the delivery of the project;

  • Provision of relevant information to enable reporting in line with the provisions of design documentation and contractual requirements;

  • Perform other duties as assigned by the Electrical Distribution Engineer;
3.Procedures
  • Follow the Project Management Cycle Instructions and ensure that all UNOPS organizational policy is complied with (Organizational Directives and Administrative Instructions);
  • Prepare and provide contributions to Checkpoint Reports and Monthly Project Highlight Reports;
  • Assist the Electrical Distribution Engineer in ensuring that all expenditures comply with UNOPS Financial Rules and Regulations (FRR);
  • Assist the Electrical Distribution Engineer to manage budgets, cash flow and obligations to ensure that deliverables are achieved and payments to consultants and contractors are received in accordance with contractual requirements;
  • Understand the unique structures of the United Nations (UN) and budget appropriately for assigned posts;
  • Assist the Electrical Distribution Engineer to manage and remain responsible for expenditures against the project budget, based upon accurate financial reporting and records;
4. Knowledge Building and Knowledge Sharing
  • Participate in the relevant UNOPS Communities of Practice;
  •  Actively interact with other members of the project management team, engineers, health,
  • safety and environment etc;
  • Complete lessons learned as per UNOPS reporting format and incorporate into the
  • UNOPS Knowledge Management;
5. Personnel Management
  • Assist the Electrical Distribution Engineer to lead and motivate the design and construction teams;
  • Ensure that the behavioral expectations of the United Nations are established and met by all members of the electrical distribution systems team;
  • Assist the Electrical Distribution Engineer in ensuring that performance reviews are conducted and recorded in the relevant UNOPS systems;
  • Assist the Electrical Distribution Engineer to identify assigned staff performance issues both positive and negative, and bring to the attention of the Electrical Distribution Engineer for the appropriate performance related actions;
  • Have a thorough understanding of all UNOPS personnel contract modalities;
  • Assist the Electrical Distribution Engineer in ensuring compliance by assigned staff with all National and UNOPS safety and security requirements. To include the full compliance with UNDSS systems and requirements;

If a project output or process is not in line with this intent, it is the responsibility of the Assistant Electrical Distribution Engineer to raise the issue to the Electrical Distribution Engineer and/or supervisor;
  • Assist the Electrical Distribution Engineer in ensuring that the project work packages deliver the required project products within the specified tolerances for time, cost, quality, scope, risk and benefits;
  • Maintain formal records and files in accordance with UNOPS policies and procedures; Under the guidance of the Electrical Distribution Engineer, prepare and circulate periodic reports on all aspects of the progress of design development and construction activities;
  • Be present at all times during the course of construction and installation activities;
  • Notify the Electrical Distribution Engineer promptly with respect to all matters that require immediate and/or urgent decision making/action, to include those affecting health and safety and environmental issues;
  • The Assistant Electrical Distribution Engineer shall be responsible for the progress and quality of the delivery of design development and construction. S/he will be responsible for the daily on-site supervision of all works being conducted by contractors and/or ZETDC to thereby ensure the on-site quality control and compliance with design requirements is met;
IV. Impact of Results
  • All project activities are successfully supervised and monitored against UNOPS Project Management Policies and Procedures, including understanding of the risks and impacts and implementation of mitigation measures;
  • Successful corrective measures to ensure quality delivery are undertaken by UNOPS and all project partners where mitigation measures have failed;
  • All reporting, is developed with appropriate levels of quality and delivered as defined in the UNOPS PMM.
  • University Degree in Electrical Engineering, or any other electrical distribution systems related Technical Degree;
  • Postgraduate qualifications will be an advantage;
Certificate
  • PRINCE2 Foundation Certification is an added advantage;
  • Membership of a related professional association is an advantage;
  • Two years experience in the management and supervision of the design development( of medium voltage (12kV – 34.5kV) overhead electrical distribution systems and low voltage electrical systems (12kV, 4.16kV, 480V & 208V electrical systems) as well as construction/installation of electrical distribution systems is required;
  • Experience of the National Electrical Code is required;
  • Experience in other international electrical codes and standards is an added advantage;
  • Experience of working on international/local projects in conflict/disaster probe regions is an added advantage;
  • Experience in managing electrical distribution systems and installations projects is an added advantage;
  • Use of project planning and drafting software such as MS Project and AutoCAD is required.
  • Fluency in written and oral English language is required
  • PRINCE2 Foundation Certification is an added advantage;
  • Membership of a related professional association is an added advantage;
