Job Title: Financial Management and Operations Director
Location: Harare
Reports to: Chief of Party

Program Overview:
The USAID-funded “Improving MNCH Services” project is a 5-year initiative aimed at enhancing maternal, neonatal, and child health (MNCH) outcomes. The project focuses on increasing access to quality MNCH services and strengthening health services across five provinces in Zimbabwe (Manicaland, Midlands, and Mashonaland West). By providing technical assistance to the Ministry of Health and Child Care (MOHCC) at national, provincial, and district levels, the project aims to scale up high-impact MNCH interventions, improve health workforce distribution and retention, and enhance the coordination of essential commodities and equipment procurement.

Position Overview:
The Financial Management and Operations Director will lead financial management, budget control, and administrative oversight for the project. This role includes ensuring compliance with funder regulations, FHI 360 policies, and local legislation while providing financial guidance. The Director will oversee the project’s finance and operations teams, ensuring efficient financial operations, procurement management, contracts, and IT systems.

Key Responsibilities:

  • Oversee the finance and administration functions to ensure compliance and operational efficiency.
  • Review and analyze monthly financial reports and budget forecasts for accuracy.
  • Conduct monthly budget variance analysis and provide recommendations for budget management.
  • Consult with senior management on financial and compliance matters.
  • Develop and implement process improvements to strengthen financial controls and operations.
  • Guide the annual budgeting process, financial reporting, and audits.
  • Ensure compliance with U.S. government regulations and FHI 360 policies.
  • Train staff on funder regulations, FHI 360 policies, GAAP practices, sub-award management, and partner relationships.
  • Manage and reconcile financial accounts.
  • Oversee sub-award management, including pre-award to closeout activities, and provide financial training to sub-recipient staff.
  • Assist in preparing and reviewing cost proposal budgets for new grants.
  • Collaborate with the Chief of Party to resolve financial and operational issues.
  • Provide guidance on policy and regulatory compliance to HR, ICT, and administrative teams.
  • Regularly review and update financial management policies and procedures.

Qualifications and Requirements:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Master’s degree in Accounting, Finance, or Business Administration is preferred.
  • Professional qualifications such as CA, CPA, ACCA, or equivalent.
  • Minimum of 8 years of financial management experience, with at least 3 years in a supervisory role.
  • Experience working with NGOs and familiarity with U.S. government grant regulations.
  • Zimbabwean citizenship or legal residency.
  • Strong communication and interpersonal skills, with fluency in English and local languages.
  • Proficiency in MS Office (particularly Excel) and accounting software.
