OVERVIEW OF THE FUNCTIONS OF THE POST
1. Background
The UNESCO Regional Office for Southern Africa (UNESCO ROSA) is organizing a workshop on entrepreneurship education within the Southern African Development Community (SADC) region. This initiative aims to address the pressing issue of youth unemployment and promote innovation.
Aligned with UNESCO’s Operational Strategy for Priority Africa 2022-2029 and the Campus Africa Flagship Initiative, the workshop seeks to empower young people through higher education. Entrepreneurship education, particularly within universities and Technical and Vocational Education and Training (TVET) institutions, is recognized as a key driver of sustainable and innovative workforce development across the region. However, the current landscape of entrepreneurship education in the SADC region is fragmented, facing challenges such as limited resources, inconsistent policies, and inadequate institutional support.
This workshop will assess the current status of entrepreneurship education, tackle existing challenges, and pinpoint critical areas for improvement. Participants will include representatives from higher education institutions across the nine countries UNESCO ROSA covers. A primary focus will be holistically integrating entrepreneurship education into curricula and institutional frameworks.
2. Purpose of the Call for Proposals
UNESCO ROSA invites proposals from experts, organizations, or institutions to contribute to the content development and facilitation of the “Workshop on Entrepreneurship Education at the Tertiary Level in the SADC Region,” scheduled for March 31 to April 2, 2025, in Maputo, Mozambique. Proposals should focus on creating a comprehensive strategy to embed entrepreneurship education in tertiary institutions, addressing current challenges through innovative approaches.
Duties and Responsibilities
The workshop’s objectives are to:
- Assess the current state of entrepreneurship education in SADC tertiary institutions.
- Identify challenges and develop strategies for integrating entrepreneurship education into teaching and institutional frameworks.
- Develop action plans for capacity building and fostering collaboration among educational institutions, the private sector, and government bodies.
- Promote regional cooperation to advance entrepreneurship education.
3. Scope of Work
Proposals must address the following key areas:
1. Content Development:
Develop a comprehensive training module for the workshop, focusing on:
- Mapping current entrepreneurship education initiatives within SADC tertiary institutions.
- Applying holistic approaches to embed entrepreneurship education across various disciplines.
- Integrating real-world experiences, incubation programs, and partnerships with the private sector.
- Addressing policy and institutional gaps that hinder entrepreneurship education.
2. Facilitation:
Provide expert facilitation during the workshop, including:
- Guiding discussions and leading breakout sessions.
- Aligning policies between educational institutions and government bodies.
- Implementing innovative teaching methods for entrepreneurship.
- Building capacity for educators, particularly in fostering sustainable entrepreneurship ecosystems.
3. Report and Action Plan:
Following the workshop, produce a comprehensive report that includes:
- A summary of the current status and challenges of entrepreneurship education in the region.
- Recommendations for improvements at institutional and policy levels.
- Actionable plans to advance entrepreneurship education at the tertiary level across SADC countries.
4. Qualifications and Experience
Applicants must submit a proposal that includes:
- Approach Overview: A detailed explanation of the methodology, timeline, and expected outcomes for the workshop design and delivery.
- Team Composition: Information on team members involved in content development and facilitation, highlighting relevant experience and qualifications.
- Budget: A detailed budget covering all costs for content development, facilitation, and reporting.
- References: At least two references from similar projects or workshops previously conducted.
5. Timeline
- Proposal Submission Deadline: 10 October 2024
- Review and Selection of Proposals: By 28 October 2024
- Contract Duration: 1 November 2024 to May 2025
- Workshop Dates: March 31 – April 2, 2025
