POST: HUMAN RESOURCE OFFICER (PAYROLL)
QUALIFICATIONS AND EXPERIENCE
- First degree in Social Sciences.
- A master’s degree in Social Sciences will be an added advantage.
- Diploma in Payroll Administration.
- Certificate in Belina Payroll would be an added advantage
- At least 2 years post qualification of working experience in payroll processing
SKILLS AND COMPETENCIES
- Strong analytical and conceptual skills.
- Highly computer literate.
- Excellent attention to detail and accuracy in data entry
- Effective verbal and written communication skills to interact with employees at all levels
- A very good understanding of Human Resources, labour rules, and regulations as well as compliance with the same
- High level of integrity and confidentiality when handling sensitive payroll information
DUTIES AND RESPONSIBILITIES
- Maintaining accurate payroll records including employee information, earnings, deductions, and taxes.
- Generating reports related to payroll data for management review and auditing purposes
- Ensuring that policies, Standard Operating Procedures, processes, and systems are enforced and adhered to in order to maintain the integrity of the payroll system
- Classifying and verifying monthly salary input mail and documents of University payroll before the capturing process begins.
- Ensuring correct inputting of tax tables and FDS credits and adjustments into the payroll, tax directives, and other credits.
- Liaising with IT or payroll service providers to troubleshoot system issues and implement necessary updates or improvements.
- Ensuring the accuracy of the data capturing process before the final payroll is prepared.
- Ensuring timely availability of all summary reports for the payment of salaries and monthly reports for statutory payments including NSSA, Pension, PAYE, medical aid, and pay advices (payslips).
- Reconciliations to verify payroll data and resolve any discrepancies
- Production of deduction schedules for service providers.
- Performing other duties as assigned.

Qualifications and Experience
- The incumbent should possess a First Degree in Social Sciences or Business Management
- Master’s Degree in Social Sciences or Business Management / Administration / Leadership
- A minimum of 2 years of working experience in an Administration supervisory role

- Supervises University wide cleaning, landscaping and ground maintenance services.
- Coordinates routine maintenance of Student residences, Administration Buildings, Faculty Offices, Lecture Theatres, Great Hall, Multi-Purpose Halls, Guest Houses, and all University Campuses.
- Day to day management and co-ordination of operations of the Cleaning and Landscaping and Grounds Maintenance Sections.
- Directs, supervises, and evaluates Central Services and Amenities staff receive training related to specific job tasks and responsibilities.
- Manages all materials and stocks required to undertake appropriate cleaning and landscaping and grounds maintenance.
- Maintains assets list of all equipment used by the team together with a replacement schedule.
- Produces reports against section key performance indicators (KPI’s) detailed in University Strategic Planning documents.
- Keeps the department up-to-date on the condition of buildings and raises job requests for repairs and upgrades.
- Oversees accommodation services for various University clients and stakeholders.
- Prepares and arranges venues for University functions, examinations and special events.
- Hires out facilities.
- Secretary to the Space and Office Allocation Committee and other meetings as directed by the University Secretariat.
