UNICEF Zimbabwe is seeking a dynamic and self-motivated individual consultant to provide secretariat services for the GPE/TEACH Steering Committee and Education Coordination Group (ECG).

Background

The Global Partnership for Education (GPE) has approved two Grant Agents (GA) in Zimbabwe to implement three GPE grants. These grants include the System Capacity Grant (SCG), the System Transformation Grant (STG), and the Girls Education Accelerator (GEA). UNICEF is the Grant Agent for the SCG and STG, while CAMFED manages the GEA.

The SCG aims to reinforce the education system, providing leadership that fosters equitable access to quality learning opportunities for primary, secondary, and non-formal education. It also ensures effective support and monitoring of the GPE grants in Zimbabwe.

The secretariat services are crucial for supporting specific sub-objectives within the SCG.

Governance Structure

A unified governance structure covers both the ECG and GPE/TEACH Steering Committees, reducing transaction costs and ensuring well-prepared meetings with updated information and timely minute-taking and sharing with members.

The SCG focuses on upstream work in the education sector, particularly in data, planning, management, monitoring, and financing. This assignment relates to window three: Strengthen capacity, adapt, and learn, with a focus on capacity support to the Ministry of Primary and Secondary Education (MoPSE) in the Education Coordination Group and sector steering committees for TEACH and GPE programs.

Education Coordination Group (ECG)

The ECG serves as a national forum for multi-stakeholder meetings, supporting policy and strategic issues in education. It facilitates coordination among stakeholders to align with MoPSE priorities, monitor financial commitments, harmonize technical support, and advance strategic dialogue on sector bottlenecks.

GPE/TEACH Steering Committees

These committees make key decisions for the GPE and TEACH programs. They provide technical advice on practical program implementation. The GPE and TEACH programs have distinct mechanisms and reporting requirements, but meetings are streamlined to reduce transaction costs while addressing the unique needs of each program.
