GIS Technician x 5 at Chitungwiza Municipality 

GIS Technician 

The incumbent will be reporting to GIS Officer  

QUALIFICATIONS AND EXPERIENCE 

  • Diploma in Geographic Information Systems, Geography and Environmental Science or equivalent 
  • 5 years of experience working with GIS 
  • Proficient with ArcView, ArcGIS, Arc Info, ArcMap and other ESRI products 
  • Must be years and above 

COMPETENCIES 

  • Knowledge of Mathematics, Algebra, Trigonometry and Geometry 
  • Knowledge of civil engineering, mapping and surveying principles, terms, concepts, techniques and procedures 
  • Knowledge of public works and engineering data and records management systems and practices 
  • Knowledge and ability to operate database and reporting application 
  • Analytical and problem-solving skills 
  • Ability to understand technical manuals and follow established procedures 

DUTIES AND RESPONSIBILITIES 

  • Collecting data using GPS devices, aerial photography and other tools to create maps or other graphic representations of data 
  • Using Geographic information systems (GIS) technology to store, analyze and manage data that has been gathered from fields surveys or other sources 
  • Resting maps and other graphics using Geographic Information System (GIS) software to display data in visual formats for a variety of purposes, such as communicating environmental hazards or land use planning 
  • Designing custom maps and other graphics for presentations, publications, reports and other purposes 
  • Advising managers on the best use of GIS technology to support organizational goals 
  • Installing, repairing and maintaining computers and software used for GIS applications 
  • Researching new GIS technology to determine potential utility for specific applications within an organization

Town Planning Officer x 5

QUALIFICATIONS AND EXPERIENCE

  • BSc Honors Degree in Rural and Urban Planning
  • Be a member of Zimbabwe Institute of the Regional and Urban Planners
  • Be able to work under pressure and with minimum Supervision
  • A minimum of 5 years’ experience in public planning environment
  • Must be 30 years and above

DUITES AND RESPONSIBILITIES

  • Prepare Master and local plans
  • Prepare layouts plans in terms of section 43 of the regional, town and country planning Act (Chapter29:12)
  • Process subdivision and consolidation applications under section 40 of the Regional Town and country planning act (chapter 29:12)
  • Carry out development control and site selection for different uses
  • Process section 26(3) applications and issue permits or refusal notices
  • Manage stand and sub-division and change of use registers
  • Provide lease conditions for stands before processing of lease agreements
  • Manage transport planning systems
  • Recommend areas for topographical surveys to be conducted
  • Check compliance of all building plans Town Planning Regulation and Model Building By-law
  • Attend to queries from residents and take appropriate action
  • Any other duties as assigned by the town planning manager

Advert-building Inspector x 3 

QUALIFICATIONS AND EXPERIENCE

  • 5 O`levels including English and Mathematics
  • Advanced Diploma in Building /Construction /Plumbing
  • journey man class 1 in carpentry, plumbing, bricklaying is an added advantage
  • Age minimum 30 years
  • Clean class 4 driver’s license
  • 3 years working experience
  • Computer literate with experience in Auto-CAD

DUTIE S AND RESPONSIBITIES

  • Management of the building Inspectorate section
  • Assess all building plans to ensure that comply with model building by-laws and give final approval
  • Conduct building inspections to ensure that buildings under construction are in accordance with model building by-laws
  • Attend to queries from residents and from building inspectors on matters concerning stand boundaries and other building matters and take appropriate action
  • Serve notices to owners of illegal structures and make follow-ups to ensure compliance
  • Issue certificates of occupation for title deeds and licensing purposes
  • Perform any other duties and directed by the Director Works
