Since 2007, PIH has been active in Malawi, where we support the Ministry of Health (MOH) in serving a catchment area of 165,000 people through 12 health centers and two hospitals. Our operations in Malawi are carried out in partnership with our sister organization, Abwenzi Pa Za Umoyo (APZU), headquartered in Neno District, with activities extending nationwide.

We are currently seeking qualified and experienced candidates to join our team in the following position:

Position: Monitoring & Evaluation Officer for Economic Evaluation
Reports to: Monitoring and Evaluation Manager
Commitment: Full-Time (Monday-Friday)
Working Hours: Regular Office Hours (40 Hours/Week)
Location: Neno District, Malawi

Position Summary:

The Economic Evaluation Officer will play a crucial role in supporting program cost-efficiency and cost-effectiveness analyses, as well as planning and designing program evaluations. This role involves monitoring program implementation and efficiency across Neno District and other locations where PIH Malawi operates. The Officer will collaborate closely with the Research, Monitoring and Evaluation, Informatics, and Finance teams to ensure high-quality data collection and analysis for economic evaluation.

We seek an experienced and adaptable Economic Evaluation Officer committed to social justice and health equity, who will contribute to the successful implementation of our programs and support our broader organizational platforms.

Key Responsibilities:

  • Conduct, review, oversee, and ensure the quality of cost-benefit and cost-effectiveness analyses for both completed and potential future interventions.
  • Develop guidelines, proposals, and project designs, emphasizing the justification of need, equity, and economic evaluation.
  • Perform policy analysis to align program evaluation objectives with relevant policies.
  • Contribute to organizational strategy and identify areas for future work.
  • Assist in budget development for new grants.

Key Duties:

  • Analyze and report on the costs of critical programs identified by the organization.
  • Plan and conduct cost analyses for interventions in relation to program outcomes.
  • Identify and evaluate the resources required for interventions/programs.
  • Produce reports on the average cost of care delivery per client/patient for various interventions.
  • Assess program efficiencies by analyzing patient outcomes and operating costs.
  • Collect and cost all inputs for selected interventions on an ongoing basis.
  • Conduct data analysis to measure the impact of organizational programs.
  • Perform quantitative data analysis as needed.
  • Build the capacity of the APZU team in data analysis and interpretation of statistical results.
  • Develop tools for collecting analyzable data for program management, utilizing platforms like Commcare, REDcap, and other data collection applications.
  • Support data analysis using software such as STATA, SPSS, SAS, or R.
  • Assist in report automation using Power BI.
  • Prepare presentations to support leadership in decision-making and donor reporting.
  • Collaborate with the partnership and grant teams for budget planning related to projects and activities.
  • Compile monthly and quarterly reports and handle data requests as assigned.

Quality Improvement:

  • Conduct data quality assessments to identify gaps in program management.
  • Develop and implement data quality improvement initiatives in collaboration with program teams.

Required Qualifications and Experience:

  • Bachelor’s Degree in Economics, Health Economics, Statistics, or a related field.
  • At least two years of experience in program cost assessment.

Technical Competencies:

  • Strong computer skills, including proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Experience with statistical analysis software (STATA, SPSS, SAS, or R).
  • Experience with data visualization tools (Tableau or Power BI).
  • Excellent data analysis and writing skills for diverse audiences.
  • Understanding of mixed methods research and impact assessment to generate evidence.

Behavioral Competencies:

  • Fluency in both Chichewa and English (reading, writing, and speaking).
  • Malawian national with a demonstrated passion for strengthening Malawi’s health system.
  • Excellent interpersonal skills, including cultural sensitivity, assertiveness, and negotiation skills.
  • Strong communication skills, with the ability to coordinate effectively across multiple stakeholders in high-pressure environments.
  • A deep interest in social medicine, with a willingness to examine diseases of poverty through a broad “biopsychosocial” lens, drawing on knowledge from clinical medicine, sociology, anthropology, and public health.
  • Willingness to live in a remote area and travel to field sites regularly.
  • Flexibility to work overtime on short notice.
