Opportunity: Monitoring, Evaluation, and Learning (MEL) Advisor
Background
SoCha LLC is preparing a proposal to deliver Monitoring, Evaluation, and Learning (MEL) and technical services to the USAID/Zimbabwe Mission. The project aims to:
- Strengthen USAID/Zimbabwe’s capacity to gather and use evidence in strategic planning, project design, and implementation.
- Enhance performance monitoring, reporting, and communication to support informed program decisions and ensure compliance with USAID’s Program Cycle operational policy.
- Promote inter- and intra-sector collaboration and integration within USAID/Zimbabwe.
- Build the capacity of USAID/Zimbabwe staff and implementing partners in monitoring, evaluation, learning, collaboration, and adaptation processes.
SoCha is seeking a qualified candidate for the position of Monitoring, Evaluation, and Learning (MEL) Advisor. This full-time role will be based in Harare, Zimbabwe, and is contingent upon the award and funding of the project.
Scope of Work
The MEL Advisor will provide technical leadership to the USAID/Zimbabwe Mission, enabling the tracking of progress, assessment of impact, and facilitation of organizational learning. Key responsibilities include:
- Designing and guiding evaluations by optimizing statements of work and selecting appropriate methodologies.
- Overseeing performance and impact evaluations from inception to reporting, ensuring alignment with USAID evaluation standards.
- Developing and implementing learning and after-action review plans to help teams effectively use evaluation findings and recommendations.
- Leading sectoral and thematic assessments to inform USAID decision-making and project design, including tasks such as desk reviews and secondary data analysis.
- Designing and delivering training programs and capacity-building initiatives related to MEL.
- Overseeing data quality assessments using USAID standards and tools, reviewing implementing partner MEL plans, updating Mission performance management plans (PMPs), and conducting third-party monitoring as needed.
Minimum Qualifications and Experience
- Master’s degree in a relevant field such as monitoring and evaluation, statistics, international development, or a related discipline.
- At least six (6) years of experience in designing and implementing MEL frameworks for international development projects, preferably with USAID.
- Strong understanding of MEL principles, including developing frameworks, indicators, and data collection protocols.
- Expertise in both quantitative and qualitative MEL methodologies, including surveys, interviews, focus groups, and case studies.
- Experience in using MEL to enhance USAID programs.
- Proficiency in data analysis software (e.g., Python, STATA, R) and MEL tools.
- Familiarity with USAID reporting and compliance requirements.
- Proven ability to work collaboratively with project teams and stakeholders.
- Excellent written and oral communication skills in English.
Location
Harare, Zimbabwe, with occasional travel within the country.
