The Monitoring, Evaluation, and Learning (MEL) Manager will report to the Chief of Party and will lead the program’s MEL and reporting processes, working in close partnership with Organic Africa to utilize their existing traceability system for program monitoring. The MEL Manager is responsible for developing the MEL Plan and managing data collection and data quality for program indicators. Additionally, the MEL Manager will facilitate program-level impact monitoring and ensure quality reporting on a quarterly and annual basis in line with USAID reporting guidance and best practices. The MEL Manager will analyze the achievement of deliverables against intended results, and establish trends, patterns, and learnings to inform programmatic decision making.
The MEL Manager is based in Harare, Zimbabwe.

Duties and Responsibilities:
- Design and manage the project’s M&E system and processes, utilizing the existing Organic Africa traceability system;
- Monitor and report on indicator results and coordinate the USAID reporting process;
- Lead performance indicator target setting and review exercises in collaboration with the program team;
- Manage the collection and analysis of contextual data providing technical staff with high quality, relevant, timely information to refine implementation approaches and intervention design as well as ensuring that they are regularly briefed when significant changes are detected;
- Lead periodic review of monitoring data to ensure that they meet the USAID data quality standard for validity, integrity, precision, reliability, and timeliness;
- Build staff capacity through training and mentorship in data collection processes team familiarity with M&E protocols;
- Support Organic Africa in the ongoing roll-out of their traceability system;
- Ensure compliance with all USAID, CNFA, and Organic Africa reporting requirements; and
- Complete other duties as necessary and assigned by the Chief of Party.
Key Qualifications:
- Bachelor’s degree required in relevant field, or equivalent combination of education and work experience in a relevant competency area, including: monitoring and evaluation, international development, economics, data science; Master’s degree preferred;
- Minimum of six (6) years’ experience working on monitoring and evaluation teams for donor-funded projects; experience managing MEL systems for USAID Feed the Future-funded programs in the areas of agriculture, traceability for agricultural products, markets development, or private sector engagement preferred;
- Experience developing monitoring and evaluation systems, applying analyses tools, and reporting results, especially for agriculture and market development programs;
- Ability to write concise and clear reports;
- Strong communication skills (reading and writing);
- Demonstrated ability to collaborate, willingness to innovate and ability to think systematically;
- Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing; and
