The NGO FSAC Co-Chair Advisor supports the Food Security and Agriculture Cluster (FSAC) Coordination, working closely with the Cluster Coordinator to facilitate the NGO’s engagement. Sharing leadership strengthens the FSAC but keeps the core responsibilities and accountability of the designated in-country Cluster Lead Agencies (CLAs), FAO, and WFP, including the Provider of Last Resort.

The NGO Co-Chair works closely with the Cluster Coordinator and agrees on specific tasks and division of labor so that there is no overlap with Cluster Coordinator’s functions. The main strategic and decisional tasks remain with the Cluster Coordinator by being directly accountable to the Cluster Lead Agencies, who are responsible to the Humanitarian Coordinator for the FSAC performance. The administrative line of the report of the Co-Chair falls within the management structure of CARE; however – on the sectoral activities – the NGO Co-Chair will directly report to the FAO FSAC Coordinator.

RESPONSIBILITIES:

Ø Strengthen and support the FSAC implementation of proportionate, appropriate, and timely responses in collaboration with the Cluster Coordinator and CLAs.

Ø Support the Cluster Coordinator to implement the overall six core functions that define the expected outputs and general purpose of the FSAC, plus accountability to the affected population.

Ø Support the Cluster Coordinator in strengthening the management of the FSAC in an effective manner, action and results oriented.

  • Liaison and Facilitation

Ø Be responsible for facilitating the work of the various FSAC Technical Working Groups and ensure the linkage between FSAC Working Groups and Cluster meetings.

Ø In coordination with and according to the guidance provided by the Cluster Coordinator, ensure that the strategic, operational framework of the FSAC is updated regularly according to evolving needs.

Ø Be responsible for taking reasonable measures to proactively engage international and local NGOs to participate in FSAC coordination.

  • Advocacy and Resource Mobilization

Ø Represent the interests of the FSAC in discussions with stakeholders on priorities, resource mobilization, and advocacy in coordination with and according to the guidance provided by the Cluster Coordinator.

Ø Bring primary information and urgent needs/issues to the FSAC attention from direct access to the field.

Ø Participate actively in the development, revision, dissemination, and application of FSAC technical guidelines and best practices.

  • Planning and Fostering Accountability

Ø Ensure the accountability and transparency of FSAC decisions and work. The NGO Co-Chair acts as a focal point for receiving NGO concerns.

Ø Ensure that FSAC NGO members are kept fully informed of the meetings and decisions that take place outside of regular FSAC meetings.

Ø Any other tasks based on the work plan developed in collaboration with the Cluster Coordinator and according to priorities identified by the Cluster Coordinator.

  • Other Responsibilities as Assigned

 

QUALIFICATIONS:

  • Bachelor’s university degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry, and fisheries), or a related field.
  • Excellent understanding of food security issues in emergencies and detailed knowledge of humanitarian principles, guidelines, and laws.
  • Excellent management, coordination, capacity building, planning, and analytical skills.
  • Seven years of relevant experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture.
  • Excellent representation skills, including developing strong interpersonal relationships to facilitate communication within the cluster.To Apply Click HERE
