World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of Education in Emergency ManagerThe position will base in Mahama Refugee Camp –Kirehe District reporting to the Head of Disaster Management

Purpose of the position:

The Education in Emergency Manager is responsible for the management and implementation of the education and child protection Programme in refugee camps and host communities. She/he will be the focal person for all matters related to Education and Child protection in emergencies at the Camp, Local and Provincial levels.  He/she will be part of the refugee Coordination meetings at the camp level liaising with MINEMA, UNHCR and Partners and the camp executive committee.

Lead the development of UNHCR education projects work plans and budgets and implementation.

Lead the development of budget and implementation plans for UNHCR education projects in the Mahama refugee camp and in the host community.

Oversee the purchase and supplies of equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.

Project plans and budgets are produced and effectively implemented

Sufficient project volunteers are identified, empowered, coordinated, and facilitated to support the project.

The procurement plan is implemented in accordance with WV procurement systems and protocols, and supplies and equipment are available when required for grant implementation.

Design, plan and monitor education activities in refugee camps and host communities.

Ensure that Education in Emergency projects adhere to the set standards (Donor, Government, Education sector).

Participate in the development of proposals for education and child protection at the National level

Ensure integration of UNHCR education projects  to government systems to optimize the use of resources for  program impact

Ensure quality reports, documentation and dissemination of reports, innovations and best practices in accordance with internal and donor requirements.

Education in Emergency quality programming ensured.

Project activities are monitored and targeted in timely.  Achieved timely.

Education in Emergency projects meet the required standards..

Technical support was provided in the monitoring, evaluation and reporting.

Provide leadership to the Education in emergency projects team to ensure effective performance management and participate in the recruitment and induction of relevant project staff.

Assess staff development needs and coach, counsel, and accelerate their capacities to achieve agreed goals or tasks

A high-performance culture and accountability are maintained within the team to enhance effectiveness.

Projects staff recruited and supported to make proper implementation.

Staff capacity needs assessment conducted and addressed.

Provide technical support in resource acquisition and project development related to education in emergencies. And establish and maintain partnerships with key actors in Education in emergency partners and stakeholders as well,

New projects/grants funded.

Knowledge/Qualifications for the Role

Required Professional Experience

  • 5 years experience in community development work, especially with the most vulnerable communities.
  • Experience in project and people management.
  • Strong skills in networking with education sector stakeholders at different levels.
  • The computer is literate in word, excel and PowerPoint.
  • Demonstrate problem-solving skills.
  • Ability to work under minimal supervision.

  • Bachelor’s Degree in Education, Social work or any other related field.
  • Experience in the management of education in Emergency projects.
  • Strong skills in networking with the education sector, child protection, UNHCR, Camp leaders and other stakeholders at the district and Cluster levels.

  • Strong facilitation skills to prepare and conduct training sessions.
  • Ability to facilitate the implementation of community participation strategy in the improvement of child protection.

World Vision Rwanda seeks to hire four highly qualified, dedicated, and experienced nationals for the position of Education Officer. The position will be based in Mahama Refugee Camp-Kirehe District reporting to the Education in Emergency Manager.

Purpose of the position:

The purpose of the post is to effectively implement and respond to the educational needs of School- going age children within Mahama Refugee Camps. To manage and maintain data and information systems that support the smooth implementation of education for pupils/students in a refugee setting. The role will also include overseeing data relating to the numbers of children attending ECDs, children with special needs, and school feeding as well as the numbers of children dropping out of school in both primary and secondary schools within and outside the Camp.  The EIE manager will represent WVR at the camp and Local administration in the vicinity of the camp.

  • Coordinate all activities related to Early Childhood Education (ECE)

  • Support the Camp project team to make requests needed in the provision
  • Perform any other activity as requested by the immediate Supervisor

Data Management

  • Monitor and report pupil/students records; i.e attendance, performance, dropout, etc
  • Prepare weekly, monthly, quarterly, and annual activity reports and submit them to the project managers
  • Compile data and present quality statistics that meet user needs and contribute to decision-making;
  • Keeping the data as up-to-date as possible
  • Students ‘attendance is monitored and reported.

  • Provide support to school feeding of ECD, Primary and secondary school children
  • Ensure timely payments of money for school feeding and school fees for students in secondary school.

  • Proper monitoring of ECD porridge ingredients and monitoring of secondary school feeding.
  • Process secondary school feeding payments.
  • Report ECD and secondary school feeding status.

Child Protection

  • Liaise with other child protection partners in the camp to prevent, mitigate and respond to children’s risks
  • Do regular reporting on the progress of psycho-social and child protection support services
  • Participate in child protection (CP) meetings, Should be the school’s focal person in preventing, mitigating, and responding to child abuse, violence, exploitation, and neglect.
  • Collaboration with partners to mitigate and respond to children’s protection issues.
  • Provide psychosocial support to children in need.
  • Represent WV and participate in Child protection meetings.

Special needs education

  • Liaise with care ECD caregivers, Headteachers of Primary and Secondary schools to identify children with special needs
  • Report cases of children with special needs as they arise
  • Link children with special needs with other partners such as Humanity and Inclusion
  • Collaboration with concerned stakeholders to identify children with special needs.
  • Being aware of all special needs cases in camp and reporting them
  • Support and refer when necessary special needs cases.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 3 years of Professional experience in education (of which 1 year is in Education in an emergency).
  • 1 Year of experience working with Refugee Communities
  • Demonstrated experience in Early Childhood Education,
  • Experience in working with and coordinating with Primary and Secondary schools and other stakeholders implementing child protection programs and Special needs Education
  • Strong interpersonal, intercultural, and communication skills
