Director-Administration

Summary of Duties

  • Monitoring the implementation of inventory checks.
  • Implementing comprehensive assets management systems that are safe, including storage, inventory and distribution of resources.
  • Facilitating boards of survey for disposal of redundant assets.
  • Supervising assets returns and compilation of asset registers.
  • Ensuring full compliance of administration activities in line with ZEC rules and regulations, policies, procedures and strategies.
  • Supervising the consolidation of monthly, annually and other reports from the Department.
  • Maintaining the Assets Register of the Commission.
  • Developing internal controls and efficient administrative systems for the Commission.
  • Preparing Annual budgets for Administration Department
  • Coordinating daily administrative functions.
  • Monitoring implementation of program-based budgeting.
  • Managing PSIP program and maintenance routines for Commission infrastructure.
  • Ensuring efficient running of the transport management systems, fleet maintenance and insurance.
  • Preparing work plans for departmental employees.
  • Supervision of staff in the administration department.
  • Appraising the performance of immediate subordinate staff.
  • Researching best practices in administration and management of systems.

Qualifications/Job Specifications

  • A minimum of a Degree in Business Administration, Business Studies, Advanced IAC Diploma or Public Administration from an accredited tertiary institution.
  • A Master’s Degree an added advantage.
  • A professional qualification such as IAC, CIS would be an added advantage.
  • A minimum of 5 years’ post qualification and administration work experience a must and
  • Possession of a clean drivers’ license a must.

Senior Administration Officer

REPORTS TO: Deputy Provincial Elections Officer

Summary of Responsibilities

  • Maintenance of the Provincial Asset Register.
  • Supervising the Transport and Vehicle Fleet.
  • Inventory management and control of consumables.
  • Initiating processes for assets disposal.
  • Maintenance and insurance of ZEC infrastructure and equipment.
  • Initiating accident inquiries.
  • Conducting Boards of Survey for obsolete materials and equipment.
  • Conducting regular stock take and assessment of storage facilities.
  • Compiling stock, assets and inventory returns.
  • Fuel Management for the province.
  • Keeping an up-to-date inventory and asset register.
  • Keeping the securities register.
  • Efficient provision of utilities and administrative services.
  • General administration and supervision of secretarial services to election committees.

Qualifications / Job Specifications

  • A minimum of a Degree in Business Administration, Business Studies, Advanced IAC Diploma or Public Administration from an accredited tertiary institution.
  • Computer proficiency, particularly in Excel and / SAP.
  • Exposure to public administration procedures is an advantage.
  • A minimum of 3 years’ experience in Administration.
  • Ability to work under minimum supervision and under pressure.
  • Possession of a clean Class 4 driver’s license.

 Internal Auditor

REPORTS TO: Senior Internal Auditor

GRADE: 8/7

Summary of Responsibilities

  • Planning and conducting audit assignments in line with approved audit plan
  • Participating in the development of Annual Risk Based Internal Audit Plans.
  • Performing audit assignments in accordance with the International Professional Standards on Internal Auditing and the Commission’s Internal Audit Charter.
  • Conducting organization wide risk assessments and identifying the controls to mitigate the risks.
  • Preparing Audit Working Papers for review by the Chief Internal Auditor.
  • Any other duties as assigned by the Chief Internal Auditor.

Qualifications/ Job Specifications

  • A minimum of a degree in Accounting, Auditing, Finance or related field.
  • Professional qualification such as CIA, CISA, ICAZ, ACCA, SAAA, IAC, CIS, or equivalent.
  • Minimum of 3 years post graduate Auditing experience.
  • Membership of the Institute of Internal Auditors is a requirement.
  • Knowledge of Risk-Based Internal Auditing
  • Proficiency in Pastel, SAP, Microsoft Word, Excel and PowerPoint among others.
  • Possession of a clean class 4 driver’s license.
