UNICEF Zimbabwe is inviting applications for an individual to provide statistical and sampling expertise in setting up the monitoring and evaluation framework of the Emergency Social Cash Transfer (ESCT) programme and in cleaning and analysis of the generated evidence.
PURPOSE OF THE ASSIGNMENT
The goal of this assignment is to provide statistical and sampling expertise in setting up the monitoring and evaluation framework of the Emergency Social Cash Transfer (ESCT) programme and in cleaning and analysis of the generated evidence.
BACKGROUND
The ESCT programme was launched in August 2020 with the aim of providing support vulnerable households in selected urban localities. The overall objective of the ESCT is to reduce food insecurity, improve dietary diversity and maternal and child health outcomes of vulnerable households. It aims to achieve this through the combination of monthly cash transfers together with complimentary nutrition and child protection services (See ToC below). Households receive USD12 per member capped at 4 individuals.
In its upcoming phase, the programe will be focused on introduction of the programme in 5-7 new rural districts, where it will support with retargeting of HSCT districts and supporting them with six monthly payments before transition back to the Government. The programme will officially kick start during the third week of January.
During the first two phases of the programme collected/generated the following data:
- Registration and baseline data, and endline data collected from beneficiaries in phase I districts (endline will be completed by the time of this evaluation)
- Post Distribution Survey data
- Pulse Survey Data (20 short questions administered through mobile text messaging)
- Monthly beneficiary reports
- Monthly beneficiary payment instructions and reconciliation reports
- Grievance handling data
Assignments
The specialist consultant is expected to engage with the various stakeholders during the inception phase and develop a sampling strategy and analysis plan for the ESCT programme. Moreover, the consultant is expected to clean the data created through the programme and provide initial analysis of the results and provide advice and training to staff on routine analysis of evidence generated by the programm

Education
Advanced university degree in Social Sciences, Statistics, Economics or related field
Experience
- Minimum 7 years experience in Sampling, Statistical and M&E
- Expertise in sampling and statistical analysis, expertise in use of one of the following statistical packages (SPSS, STATA, R, etc.)
- Working experience with Cash Transfer Programmes is an added experience.
Languages
English. Shona and Ndebele will be an added advantage

Technical proposal: CV, Cover letter and proposal. The Technical Proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach. The proposal should also cost-effectively propose the international and/or local travel proposed by the applicant to undertake the assignment.
Financial proposal: To be submitted separately, the Financial Proposal should include the costs (providing a daily rate as justification) for each task, including consultant fee, proposed travel costs and perdiem, communications costs and any other proposed cost.
