PROCUREMENT OFFICER- HARARE
General description of the role:
Reporting to the Procurement Manager, the Procurement Officer will be responsible for providing effective and timely procurement support to all programmes in relation to supply chain, assets, premises, communications and safety & security. S/he will also be responsible for ensuring that all GOAL procurement tasks are carried out in compliance with the GOAL internal regulations, donor requirements and national legislation.
Summary of Key Duties
The incumbent will be responsible for all International, Regional and Local Procurement
Ensuring that all Procurement complies with GOAL’s standards of Purchasing and Logistics Systems.
S/he will be responsible for ensuring that all Procurement complies with any external donor requirements and local government regulations.
Secure best value and service benefit deals on all procurement and supply requests based on GOAL procurement criteria.
Ensure that all procedures and documents pertaining to Asset Management as per the Logistics manual and Donor Compliance are in place and being followed
Contribute to tracking the project budget expenditures monthly for specific activities as assigned by the Line Manager
Liaise with other logistics units such as warehousing, transport, and finance departments to ensure timely and accountable delivery of aid.
Regularly report on status of all Procurement to relevant stakeholders
Update and maintain the list of suppliers in the Vendor Roster
Submit all relevant reports to the Procurement Manager in a timely manner.
Receive and Record user requests on the Order Tracking System
Source quotations for supplies, works and services as required
Raise Bid Analysis and Purchase Orders/Contracts for supplies, works and services as required
Updating of the Order Tracking System
Participate in Vendor Roster Maintenance and Vendor Evaluation
Follow up and ensuring that all procured supplies, works and services are delivered
Person Specifications (Attributes and Qualifications)
A relevant diploma with a major in Logistics & Supply Chain management and /or equivalent. Degree an added advantage
Membership of a professional body (C.I.P.S) in supply chain management is a distinct advantage.
At least 3 years’ experience in procurement systems management with an international NGO.
Proven management ability to lead, motivate and develop staff
Experience in dealing with purchasing compliance requirements of institutional donors with regard to purchasing is an added advantage.
Good oral and written communication skills
An eye for attention to detail
Ability to work with minimum supervision
Sound knowledge and ability to apply, the People in Aid Code, SPHERE code, and GOAL policy & procedures and other regulatory codes
Proficiency in using standard computer software, particularly word and excel
