About Young Africa (YA)

Founded in the Netherlands in 1998 Young Africa (YA) currently operates nine Technical Vocational Education and Training (TVET) centers in five countries as a confederation of independently and locally registered affiliated organizations. Furthermore, YA operates in 1 more country in partnership with 3 other organizations that are replicating one of the YA models. Each Affiliate operates TVET – Centre(s), youth (self-) employment programs and community activities. The Head office of YA is in Harare, Zimbabwe, with a supporting office in The Netherlands. The YA confederation coordinates multiple projects (implemented through the nine centers) and project teams include members based at the YA Head Office in Zimbabwe, at the YA office in The Netherlands and at Affiliate offices in the respective countries of operation.


The vision of YA is to contribute to a world of quality and shared word of equality where the power of young people is channeled to transform the world around them. The mission of YA is the integral development of disadvantaged youths aged 15 to 35 years (with a special focus on disadvantaged youth, young women, and youths with disabilities). YA does this through imparting to youth skills of the hands to make them self-reliant, skills of the heart and mind to help them live with dignity and skills of the soul to help them live with a purpose.


Background

YA is implementing a YA-wide Quality Improvement Plan (2020-2021). One of the key areas included in the Quality Implementation Plan for improvement is on Monitoring Evaluation and Learning. YA International has done training needs analysis and different research for the entire confederation and monitoring evaluation and learning performance area has been identified as an area needing strengthening. To achieve this YA is making this call for expression of interest to develop a training manual and facilitator guide for YA Affiliates.


Purpose

The purpose of this assignment is to develop a Training Manual on Monitoring Evaluation and Learning which is accompanied by a facilitator guide for Young Africa Confederation and conduct a one-day orientation training to targeted participants.


Objective of the consultancy

This assignment objectives are: To develop a Training Manual on Monitoring Evaluation and Learning which is accompanied by a facilitator guide for Young Africa Confederation; Provision of an orientation training on the developed manual to selected participants from Young Africa Affiliates.


Key themes for the manual

As recommended in the capacity needs assessments and research done across the Affiliates, the manual should cover the generic themes that are crucial for the increase of general knowledge and skill sets in the key performance area of Monitoring Evaluation and Learning. Therefore, the training manual should include, but not limited to the following key areas: Monitoring and Evaluation Theory; Indicator definitions; Construction of indicators; Monitoring tools and techniques; Evaluation Tools and Techniques (Contextualised to Young Africa Tools); Key ME&L terminology; Report writing, key issues on evidence, how to gather evidence, report on output, outcomes, and impacts; Outcome Harvesting; Reporting on crosscutting issues.

Detailed structure and content of the manual will be discussed and agreed upon with YA International at the beginning of the assignment.


Scope of work for the consultant

In undertaking the above assignment, the Consultant will be required to do the following: Conduct consultation with YA International program team to clarify objectives, process, and expected outcomes of the assignment; Undertake desk review of documents provided by YA International; Propose outline of the contents/curriculum of the training manual with different modules consultation with YA International Program Team; Design the draft and final version of training manual accompanied by a facilitator guide which includes training objectives, content, methodologies, timing, guides, tools, exercises, and case studies to be used per module, in accordance with the standard acceptable to YA International; Provide a one-day orientation training for key trainers from selected YA Affiliates on how to use the different modules.

More importantly, the final training manual shall: Describe the usefulness and benefit of the various modules to program implementation; Define and explain key concepts relating to various modules in a simple and practical manner; Give practical examples, cases, and success stories to illustrate the various concepts of the manual; Reflect the cultural sensitivity and local context of YA Affiliates in the design of various modules; Provide relevant tools and instruments to be used for various activities under each module, and Use interactive and inspiring manner to encourage reflection, learning and inclusion.


Payment

Payment is only made after successful completion of the task and submission of the approved training manual and facilitator guide.


Role Of YA International

Provide the consultant with all the necessary documents and support. The Consultant will work closely with the YA International Program team throughout the assignment.


Reporting

The consultant will perform their tasks under the general supervision of the Organisational Development Coordinator with the overall guidance from the Head of Programs. The consultant/firm will ensure close consultation and collaboration with YA International Program team members in carrying out the assignment throughout the consultancy.

Eligibility

The ideal consultant must meet the profile below: A minimum qualification of a master’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, or other relevant fields; 5-7 years of work experience in the field of training and manual development, including proven track record of successful development of training materials and training programs; Proven work experience in the field of Monitoring, Evaluation and Learning; Ability to work independently and produce high quality outputs; and Ability to work under tight timeframes.
