The Catholic Agency for Overseas Development (CAFOD) is the official development and humanitarian relief agency of the Catholic Church in England and Wales and is part of Caritas Internationalis (CI). With an annual income of approximately £40m, it works alongside people of all faiths and none, and with around 450 partners in over 30 countries across the world to bring hope, compassion, and solidarity to poor communities to end poverty and injustice.


Purpose of the Evaluation

The main purpose of the evaluation is to support learning and accountability by taking stock of achievements, what has worked, what has not and the factors contributing to success and failure of CAFOD’s/Caritas Mutare Cyclone Idai response and recovery projects. Findings from the evaluation will support learning and inform future programming of CAFOD and its partners whilst demonstrating accountability to donors, partners and communities.


Objectives

The objectives of the final evaluation are: To objectively assess the effectiveness, efficiency, coherence, relevance, impact and sustainability of CAFOD’s Phase 1 and 2 projects; To assess how CAFOD’s Phase 1 and 2 projects engaged the affected population and the application/adherence to commitments of the Core Humanitarian Standards and SPHERE standards; To identify examples of good practices, challenges, lessons learned and critical gaps in the implementation of safe, dignified, accessible and inclusive programming with the focus of providing recommendations for program quality improvement in future project, as well as for general organizational learning; To reflect on CAFOD’s wider programme and portfolio for this emergency in terms of the complementarity of projects and partners as well as CAFOD’s role and added value in the response, and To identify specific lessons for CAFOD’s future work with partners in large-scale rapid onset emergencies and provide reflections on how CAFOD can strengthen its engagement with the Caritas network of sister agencies in emergency response.


Methodology

The evaluation should adopt use of both quantitative and qualitative [participatory evaluation methods] approaches in inquiry and data collection.


Deliverables

Inception report; Draft report; Final Report in English and PowerPoint presentation: Soft copy (1 electronic version with PDF and word/excel).


Required qualifications

The external evaluation consultant(s) should have proven experience of leading evaluations in disaster relief and response contexts and must be familiar with the Zimbabwe context. The evaluator must meet the following technical qualifications: Hold a postgraduate degree in international development, social sciences, public administration, or a related field or equivalent relevant experience; Significant experience in the humanitarian sector; Substantial professional management or research experience specifically in the evaluation of international development programs; A proven track record in conducting different types of evaluation and knowledge of various qualitative evaluation methods; Strong analytical and facilitation skills; Understanding of Core Humanitarian Standards and programme quality approaches; Excellent English report writing skills.
