Background

Zimbabwe Association of Church-Related Hospitals (ZACH) is implementing the SASA! Project to address gender-based violence and HIV prevalence in three districts of Zimbabwe namely Goromonzi, Mt Darwin and Lupane. SASA! (Start, Awareness, Support, and Action) is a 4 phase methodology for addressing the link between violence against women and HIV/AIDS. The model is meant to inspire, enable, and structure effective community mobilization to prevent violence against women and HIV/AIDS. This comes through addressing the root causes of violence against women by exploring issues of power, and how power dynamics between women and men can change for the better. The SASA! model attempts to demonstrate how understanding power and its effects can help us prevent violence against women and HIV/AIDS, as it focusses on the “power” between “men” and “women''

The evaluation is meant to assess the implementation of the START phase in the 3 implementing districts. The evaluation seeks to answer if there has been change in Knowledge, Attitudes, Skills and Behaviors


Goals

The overall Goal of the START phase is to foster personal reflection about power and nurture power within.

Power within is the strength in each individual that allows us to recognize our own worth and to believe in our skills and our right to just treatment from others.


START phase intended outcomes

Ability to demonstrate knowledge on the following: men’s power over women is the root cause of violence against women and increased HIV risk for women; types of violence against women; consequences of violence against women; violence against women is cause and consequence of HIV infection; the SASA! process, structure, and content; the SASA! community mobilization approach; the community’s perceptions of violence against women, HIV/AIDS, and power.

Ability to demonstrate attitudes that support the following statements: Violence against women is unjust; Women and men should not have to keep to the roles society sets for them; Balanced power between women and men is healthy, safe and benefits both; Everyone has power; Women should not be blamed for violence against them; Men using violence can choose non-violence; The community’s silence perpetuates violence against women and its connection to HIV/AIDS; Violence against women and its connection to HIV/AIDS is now a community, not private issue.


Evaluation Questions

Do community members seem knowledgeable about the types and consequence of violence against women? Do community members recognize men’s power over women and the community’s silence about it as the root cause of violence against women and women’s vulnerability to HIV/AIDS? How, if at all, do community members understand the connection between violence against women and HIV/AIDS? Are community members able to describe the benefits of balancing power in relationships? Are community members balancing power in their relationships? Are women experiencing violence, women and men trying to balance power and activists being supported by others in the community? Do women and men report doing things that are not normally their role/responsibility as women/men? Is there much difference between the different groups participating in the focus groups? Are there quotes that seem to illustrate the views expressed? Were there participants who seemed to have different views to others in the group?


Methodology

A mixture of methods is to be used for data collection, including: Administration of structured questionnaire; Semi-structured key informant interviews; Focus group discussions; Case study.


Deliverables

The following services and outputs are expected: Literature review; Selection and compilation of tools to be used in data/ information collection; Orientation/ training for those participating in the data/information collection; An inception report on the content and methodology for conducting the SASA! Mid-Term Evaluation survey about violence, gender relations and power dynamics in the 3 target communities; Collection of data from the 3 implementing districts; Submission of draft evaluation report; Final evaluation report: The report should be clear and written in simple English, which should include an executive summary, findings, conclusions, and recommendations. Technical details should be confined to appendices, which should also include the Terms of Reference, a list of informants and the evaluation team’s work schedule. Recommendations should be backed by the results of the study and should include details of how they might be operationalized/implemented; Submission of materials, data collected / analysed and other evaluation documents; Be willing to publish the evaluation findings with the ZACH team.


Evaluation Team Composition

The evaluation will be conducted by an independent consultant who will work in close collaboration with the ZACH staff (Public Health Advisor, Strategic Information Manager, Technical Advisor -Treatment and Support Services, Grants and Compliance, Finance and Administration)


Required Expertise

The lead consultant must have a Masters or higher degree/qualifications in Public Health, Clinical Epidemiology, Social Sciences, Statistics, or relevant field; The Consultant must have previous experience in conducting evaluation activities; Knowledge and practical experience in community based Sexual Gender Based Violence (SGBV) and HIV/AIDS programs; Excellent analytical and report writing skills; Published public health academic; Demonstrable expertise in quantitative and qualitative research methods; Experience working in both rural settings; Ability to deliver quality work under tight deadlines is essential.


Submission of Proposal

Interested Consultants and Firms are expected to submit a detailed expression of interest with the following components: Their understanding of TOR; Proposed methodology and work schedule; Proposed Budget; A profile of the firm including full name(s), physical addresses, telephone numbers; Copy of CVs of all the consultants who will undertake the evaluation; Provide 3 traceable references and 3 written reference letters from clients stating Evaluation consultancy assignments conducted, where and when; Proposed budget in USD (exclusive of taxes); CVs of the key experts, copies of legal documents such as certificate of registration and tax clearance certificate.


Duration

The evaluation is expected to be carried out within a period of 20 consultancy days .


Terms of payment

The consultancy fee will be paid 30% of the total fees agreed on to cover the logistics for conducting the baseline survey and the balance of 70% will be payable upon completion of the survey and submission of the research findings. A contract will be signed by the consultant and ZACH before commencement of the evaluation which will detail additional terms and conditions of service, aspects on inputs and deliverables.
